Single Family Dwelling) District.

STAFF REPORT
The Planning Manager recommends approval of this request subject to the following conditions
and with a waiver of the fence along the north and east sides of the property:
1. As per parking calculations, seating capacity shall not exceed 312 seats.
2. Drainage plans shall be submitted to and approved by the City Engineer,
The Linson Street Church of God in Christ is requesting a specific use permit to allow it to
construct a 6,000 sq. ft. church building and related parking on Montrose Avenue, south of
Brighton Street.
Pastor Harmon Dent states that church activities will include the Sunday School hour, an 11:00
a.m. worship service, YPWW (Young People Will Workers), prayer and Bible study, mission
activities and choir rehearsals. In addition, 2-4 revivals a year will be held along with
occasional 3:00 p.m. Sunday services.

This application is in conformance with six of the eight conditions necessary for approval.
Comments on Conditions 3, 4 and 7 follow:
3. Approval of the specific use permit has been conditioned upon a drainage plan being
submitted to and approved by the City Engineer.
4. According to calculations and the number of parking spaces shown, capacity of the
sanctuary shall not exceed 312 seats (one parking space per 4 seats).
7. The applicant is requesting a waiver of the 8'tall wood screening fence. To the north
and east is vacant property. South of the subject property is residential, The Planning
Manager recommends a waiver of the fencing requirement along the north and east
sides. He recommends an 8' tall wood screening fence along the south side.

RE: Specific Use Permit
The Linson Street Church Of God In Christ (C.O.G.I.C) ask that you would grant
the church a Specific Use Permit for the properties on Montrose Avenue,
Beaumont, Texas 77706, being Lots Twenty -Seven, Twenty -Eight and Twenty —
Nine (27,28,29) Block "E" of Mayfair Second Addition, Beaumont.
It is the church's intent to build a worship center on the stated properties. It is the
church's desire to meet the total need of man, (mentally, physically and
spiritually).
We would have the traditional activities at the center. The Sunday School hour,
11:00 am Worship Service, YPWW (Young People Will Workers), Prayer/Bible
Study, Mission and Choir Rehearsals. In addition to the regular services we would
have 2 to 4 Revivals a year and occasionally 3:00 p. in. Sunday services.
The center would be an asset to the community. The center also could possibly be
available for other community civic meetings. Our plans are to beautify the area
and not be an eye sore.
We believe that the specific use will be compatible with and not injurious to the
use and enjoyment of other property, nor significantly diminish or impair property
values within the immediate vicinity. The establishment of the specific use will
not impede the normal and orderly development and improvement of surrounding
vacant property.

Adequate utilities, drainage and other necessary supporting facilities will be
provided as needed. Drainage is presently handled by ditches.
The design, location and arrangement of all driveways and parking spaces will
provide for the safe and convenient movement of vehicular and pedestrian traffic
without adversely affecting the general public or adjacent development. One
driveway is now in use, and a second driveway will be added.
Adequate nuisance prevention measures will be taken to prevent or control
offensive odor, fumes, dust, noise and vibration.
Directional lighting will be provided so as not to disturb or adversely affect
neighboring properties. The lighting will be either mounted on the building or free
standing.
Sufficient landscaping and screening to insure harmony and compatibility with
adjacent property will be provided as needed.
We believe that the proposed use is in accordance with the comprehensive plan.
We ask that the requirement of the 8ft. fence be waived. To the north is vacant
property and to the east is a large drainage ditch followed by acres of vacant
property.
