Richardson, Planning Manager SUBJECT: Consider a request for a specific use permit to allow a parking lot in an NC (Neighborhood Commercial) District. FILE: 1693-P STAFF REPORT The Planning Manager recommends approval of this request with a modification of the landscaping/screening requirements along the east and south sides of the subject property. Douglas Hill, owner of Rosewood Store, is requesting a specific use permit to allow the parking of two commercial vehicles at 3225 Park. This request comes on the tail of a similar request by Roosevelt Frank at the southeast corner of Harriet and Ector. Previously, staffhad given Mr. Hill permission to allow the parking ofthe commercial vehicles. Recently, the City received a citizen complaint about the trucks parking at this site and Mr. Frank's site. As a result, staff looked at the current situation and determined that a specific use permit is required. In September, Mr. Frank received a specific use permit to allow a parking lot. That the specific use will be compatible with and not injurious to the use and enjoyment of other property, nor significantly diminish or impair property values within the immediate vicinity; 2. That the establishment of the specific use will not impede the normal and orderly development and improvement of surrounding vacant property; 3. Comments on Conditions 2 and 7 follow: 2. The subject property has been commercial for many years. The property to the west is commercial. In September, 2003, City Council approved a parking lot for commercial vehicles at the southeast corner of Harriot and Ector. The trucks are parked along the south property line which is at the rear of the two adjacent properties. 7. Normally, an 8' tall wood screening fence and a 10' wide landscape buffer would be required along the east and south sides of the subject property. A 6' wide landscape strip would be required along the west property line. A 5' tall chain link fence runs along the east and south property lines. Heavy foliage exists along the south portion of the east property line. Between the subject property and the property to the south is a 20'wide alley. A 6'tall wood screening fence runs along the north property line of the property to the south. In addition, the existing parking lot is paved up to the curb.
