The Planning Manager recommends approval to GC-MD-2.
A total of four property owners have applied for a zone change to GC -MD for the properties
located at 2095, 2125, 2155 and 2175 S. Major Drive. It is their desire to operate a variety of
commercial businesses ranging from a pottery/crafts/lawn accessory hobby shop to a hair
salon/massage therapy/health products store to a paralegal business to a gift shop/food service
business.
Mr. Charles Collins, at 2125 S. Major, originally submitted an application to rezone his
property. When he visited with his neighbors, lie found out that there were several others who
were interested in rezoning, as well. Mr. and Mrs. Donald Kelly (2095 S. Major), Ms. Jill
Sheffield (2155 S. Major) and Mr. and Mrs. Donald Colbert, Sr. joined Mr. Collins in the
request.
The Comprehensive Plan designates this area as a Neighborhood Growth Unit. This concept
designates commercial nodes at the intersections of major thoroughfares. GC -MD zoning is
across Major Drive from the subject property at the southwest corner of Major and Washington.
GC-MD-2 would allow for commercial development but with the added protection of a specific
use permit for each use.

Dear Mr. Richardson:

Enclosed please find a completed "Application for Amendment of the Zoning
Ordinance", Beaumont, Texas, for the property referenced above. At this time,
I'm requesting that the District Regulations in the City of Beaumont Zoning
Ordinance be changed from "singI6 family residence" to "general commercial"
with regards to the above -referenced tract. I have also enclosed letters of
support from some of my neighbors.
I have studied the area on Major Drive north from Washington Boulevard to
College, south on Major Drive back for one mile from Washington Boulevard,
and east on Washington Boulevard to Glendale. The area mentioned has many
businesses on Major Drive and many empty lots in the three directions
mentioned. Included in the many businesses are two car repair shops, a self -
storage business, a fire station, an air conditioning shop, and various offices,
along with empty lots that are just being overgrown with brush. This is a major
thoroughfare to 1- 10 and the Southeast Texas Entertainment Center. My lot
(Lot 13) is a very short distance from the intersection of Major Drive and
Washington Boulevard, and I believe I would have an excellent opportunity to
make my business succeed.
I plan to have a hair salon/massage therapy and health products store. I have
discussed this with six of my closest neighbors, and all of those I have
contacted have said that they are not opposed to my request of having my lot

changed to "general commercial." I believe this type of business would fit in
well with this area and not take away from the integrity of the area.
Your consideration of this request is appreciated, and I look forward to working
with the City of Beaumont to insure the success of this business.

Dear Mr. Richardson;,
I, ]ill R. Sheffield, am the sole owner of Lot 12, in Block B of the Amelia Heights
Subdivision. My next door neighbor, Mr. Charles Collins has discussed with me and several
surrounding neighbors his intentions for applying for a re -zoning status of "general
commercial". This letter confirms my full support for his application for the re -zoning. I
am under the impression that Mr. Collins will be operating a business from the above
location and I am in full support his actions. Myself, I would like to take into consideration
the possibility of opening a part-time Paralegal business out of my residence. In addition,
my room mate has also taken in the consideration possibly expanding his landscaping
business to this location at some point.
In addition, I consent to the re -zoning for the sole fact that the vacant lots and
adjacent properties are already in a commercial status and commercial business continues
to grow through out this area.

Dear Mr. Richardson:
This letter is in response to Mr. Charles B. Collins' letter to you dated September 13,
2003 (Lot 13, Block B, 2125 South Major Drive), in which he submits an "Application
for Amendment of the Zoning Ordinance," Beaumont Texas, requesting that his "single
family residence" be converted to "general commercial." Mr. Collins informed us of his
desire to accomplish this, and we are in total agreement with this change, so much so that
we are requesting that our "single family residence" property listed above also be
considered for "general commercial" status.
Our vision and plan involve a gift shop and food service. We believe a business such as
this is vital to this area. This type of business would also raise greater awareness of the
Entertainment Center's location, activities and events. Our business would also
positively impact the community by providing convenience and quality service, as well
as stimulate economic growth and cultural diversity in an atmosphere of Christian love
and serenity.
Thank you for your consideration regarding this matter. We look forward to working
with the City of Beaumont in its efforts to diversify and expand.
