Richardson, Planning Manager SUBJECT: Request for approval of a preliminary plat of Montclaire, Phase Two FILE: Preliminary Plat - Montclaire, Phase Two The Planning Manager recommends approval of this request subject to the following conditions: I . Add one street light near the north end of Montelaire Avenue (Traffic) 2. Install 3 OM-4P end -of -roadway markers at the north end of Montclaire Avenue Carroll & Blackman, Inc. is requesting preliminary plat approval of Montclaire, Phase Two, a 16 lot single family residential development. This phase is consistent with the development master plan submitted in December, 1999. This 7.5 acre tract will be accessed by extensions of Avenue Montclaire and Fairmont Drive and by two 18'wide concrete curb and gutter alleys to be constructed along the north and east sides of the property. All paving, storm sewer, water and sanitary sewer improvements will be built to current City of Beaumont specifications. This plat was sent to all interested parties. Box 3827 Beaumont, Texas 77704 Attn: Mr. Stephen Richardson, AICP Planning Manager Re: MONTCLAIRE, Phase Two Dear Mr. Richardson: Transmitted herewith in regard to the above referenced are the following: 30 prints of the preliminary plat for Phase Two of Montclaire 2) $ 300.00 application fee 3) Reduced copy (6Y2"X I V) of the preliminary plat for your staff report Phase Two of Montclaire will consist of 16 lots for single family residences accessed by the extension of Fairmont Drive east off of the existing collector street, Avenue Montclaire. This project is consistent with the development masterplan submitted on December 23' of 1999 and will include the construction of paving improvements to extend Avenue Montclaire to the north approximately 193 feet and construction of 18' wide, concrete curb and gutter alleys along the north and east lines of the property. As in Phase One, drainage inlets and storm sewers will primarily be the only utilities, other than a loop of primary electrical service (Entergy) in conduit, located within the alleys. All other utilities (water, sanitary sewer, gas, electrical, phone, etc.) will be located within the street right-of-way or adjacent easements along the street frontage. All paving, storm sewer, water, and sanitary sewer improvements will be built to current City of Beaumont specifications and will be requested for maintenance by the City with the final approval of the systems and dedication of a// necessary easements for access. The drainage plan for this project is consistent with the original master drainage plan and computations that were submitted and approved with the preliminary plat back in December of 1999. iNj Mr. Stephen Richardson, AICP City Of Beaumont Planning Mgr 26 September 2003 Page 2 of 2 These 16 lots will utilize the existing kiosk on Avenue Montclaire for mail service. The existing sidewalk located along the west side ofAvenue Montclaire will be extended by the developer while the recorded restrictive covenants require all homeowners to construct sidewalks across or around each lot as construction of each home is completed. All electrical service for this project will be underground with street lights (cobra head lamps) to be placed at locations shown. A Storm Water Pollution Prevention Plan (SWPPP) will be prepared and implemented per State (TCEQ) Regulations for this project in conjunction with the City of Beaumont's grading permit requirements. We trust that this plat for another expansion phase of the Montclaire development will meet with the Planning Commission's favorable approval at the upcoming meeting scheduled for October 20" 2003 and, as always, should you or your staff have any questions, certainly feel free to call.
