The Planning Manager recommends denial of this request.
Rick Hamberlin, the property owner, is requesting the rezoning of 3825 W. Lucas so that it can
be used for commercial purposes. Mr. Hamberlin states that due to the surrounding land uses
and high traffic volume on W. Lucas, the property is no longer conducive to residential use.
He suggests that the property could be used for some type of office.
The subject property and the two lots immediately to the south are currently zoned RM-H. The
properties to the north and east are zoned GC -MD. The properties to the south and west are
zoned RS (Residential Single Family Dwelling) District. In 1998, a request to rezone 4210
Folsom at W. Lucas to GC -MD was denied by City Council.
Since the subject property is zoned RM-H, a number of commercial uses could be permitted
with a specific use permit. These uses include a number of office uses, dance studios and coin -
operated laundries.
The Planning Manager recognizes that the subject property is adversely affected by the traffic
volume and commercial properties to the north and east. However, he feels that GC -MD
zoning would be detrimental to the single family residences to the west and south. RM-H
would allow some commercial but with the protection of a specific use permit.
