Richardson, Planning Manager SUBJECT: Request for a rehearing prior to the expiration of the 12 month waiting period as per Article V, Section 8 (2) of the Planning Commission Bylaws. b Landry Rountree, owner of Landry's 24-Hour Towing, is requesting a rehearing prior to the expiration of the 12 month waiting period. In April, 2002, Mr. Rountree requested a zone change to GC -MD (General Commercial - Multiple Family Dwelling) District and a specific use permit to allow a vehicle towing and storage facility at 1575 S. Major Drive. The City Council approved a zone change to GC-MD-2 and denied the specific use permit. In July, 2003, Mr. Rountree requested a zone change to GC -MD. He wanted to operate his vehicle towing and storage facility and limit the number of cars to be stored at 10. That request for a zone change was denied. Mr. Rountree is now requesting that the one year waiting period be waived to that he can apply for a specific use permit for a vehicle towing and storage facility under the current GC-MD-2 zoning. Article V, Section 8 (2) of the Planning Commission Bylaws allows the Planning Commission to consider a request for a waiver of the 12 month waiting period subject to the applicant providing a written request with pertinent facts which the Planning Commission deem sufficient to warrant a new hearing. This zoning would have allowed a towing company office and storage facility by right of the GC -MD zoning. I also had strong neighborhood support. The Planning Commision and City Council denied my request for this specific zoning change. I an-i writing this letter requesting that the one year waiting period be waived so that under the presfrnt zoning I can apply for a specific use permit for a office and storage facility that allows no more than ten wrecked or disabled vehicles to be stored.
