STAFF REPORT
The Planning Manager recommends denial.
Stone Haynes of Vair Resources LLC, has applied for a historic
preservation loan to rebuild a storm damaged carport for his Ten Oaks
Apartments at 2070/2080 Hazel.
Work includes constructing a 70' long, 16 space carport with 12"x12"
beams and a pitched roof finished with 30 year architectural shingles.
The bid price for the construction is $95,000. In borrowing $95,000,
Mr. Haynes would pay $1,583.33 per month for 60 months.
The Planning Manager=s recommendation is based upon the fact that
funds should be used for exterior rehabilitation, preservation and the
restoration of historic properties either publicly or privately owned.
While the property is located within the Oaks Historic District, it is not
listed in the SPARE Beaumont survey.
Once in the past, the Historic Landmark Commission recommended
approval of a loan for renovations to an apartment complex located in
the Oaks Historic District but not considered historic. That property is
th
located at 275 N. 7 and the money was to be used for renovations to
the main structure. The current loan request is for the replacement of
a carport and is not for renovations to the primary structure(s).
