Richardson, Planning Manager SUBJECT: Request for approval of a historic preservation loan FILE: HCD-1.36 STAFF REPORT The Planning Manager recommends approval of $39,375. Willard Hall has applied for an historic preservation loan in the amount of $49,000 for work to be done to the exterior of the building at 278 Pearl. This building is the location of Mr. Hall=s law firm. The loan request is to pay for work to be done to the west and south walls of the building and to install a fire escape. The work involves repairs to the west and south walls which includes grouting, caulking of windows and re-plastering. In addition, a fire escape will be constructed to provide emergency access to the second and third stories of the building. Construction of a courtyard fence is also included in the request. However, that would not be eligible for funding. The need for the work is a result of the City=s recent demolition of the adjacent building to the south. That demolition exposed the south wall, thus necessitating the need for the work. The original request is for $49,000. Because the courtyard fence is not eligible for funding, the Planning Manager recommends funding in the amount of $39,375. At that amount, the loan payments will be $820.31 per month for 48 months.
