Richardson, Planning Manager SUBJECT: Request for preliminary plat approval of Barrington Heights, Phase VI FILE: Preliminary Plat - Barrington Heights, Phase VI The Planning Manager recommends approval of the preliminary plat subject the following condition: I Provide a fire hydrant layout that meets the approval of the Fire Marshall. Provide data as per Appendix C of the 2003 International Fire Code. Carroll & Blackman, Inc., the applicant, is requesting preliminary plat approval of a 14.41 acre, 49 lot single family residential subdivision. The subject property is north and west of Barrington Heights, Phases III - V. The property will be served by extensions of Claybouru Drive and Ellington Lane and newly constructed Prescott Drive. All street, storm sewer, water and sanitary sewer improvements will be constructed to current city specifications. Electrical service to the lots will be underground. The Traffic Manager states that prior to final acceptance ofpublic improvements, the developer must provide proof of payment for the required street lights. Underground storm sewers will be constructed for drainage outfalling to DD#6 Ditch No. 12 1 - B which will outfall into a new detention basin facility planned by DD#6. Doug Canant, with DD#6, states that they will be deepening the drainage district outfall in the near future so the concrete lining for the subdivision's outfall will need to conform to the new ditch's dimensions. This subdivision plat was sent to all interested parties. The Fire Marshall rejected the plat because the hydrant spacing is wrong. Exhibits are attached. a' rroll & 6 lackman, nc. Box 382 7 Beaumont, Texas 7771,11 Attn: Mr. Stephen Richardson, AICP Planning Manager M Dear Mr. Richardson: Phase V1 Consulting Engineers & Surveyors Transmitted herewith in regard to the above referenced are the following: 1) 30ptints of the preliminary plat for Phase Vlofthis development 2) $ 350.00 application and processing fee (check no. 11765) 3) 3 copies of the proposed drainage plan and computations 4) 3 copies of the conceptual development master plan 5) Reduced copy (8Y2" X 1 V) of the preliminary plat for your staff report The attached preliminary plat and conceptual master plan represent future expansion plans for this development. As with previous phases, Phase V1 will consist of 49 lots proposed fornew single family residences. These additional lots will utilize the existing mail kiosk located at the intersection of Barrington Avenue and Clayboum Drive for mail service. All street, storm sewer, water, and sanitary sewer improvements will be constructed to current City specifications. Upon final inspection and approval of these improvements and provisions for all required easements for access, the developers will request that future maintenance of these improvements be accepted by the City. Underground electrical service will be provided by the developer for this project including street lighting with a combination of both ornamental and cobra -head lamps placed at the locations shown. The developer plans to eventually phase out the ornamental lighting in favor of the cobra -head lamps. Telephone, gas, and cable services will also be installed to serve this development Barricades will be placed at the ends of pavement on both the extension of Claybourn Drive and Ellington Lane. Mr. Stephen Richardson, AICP City Of Beaumont Planning Manager 20 February 2004 Page 2 of 2 The water system for this project will be looped off of the existing 8" main that extends down the west side of Heights Avenue which cross -connects the system between Dowlen Road and Delaware Street Future plans will include looping a 10"main through Barrington off the Delaware Street improvements currently under construction and westto the existing 24" water main on Major Drive. Water Utilities has requested a schematic detail of our water system plans which I should have out some time next week. The existing 12" sanitary sewer line on Claybourn Drive will be extended to serve Phase V1 and future Phase VII. Sanitary sewer service for all other future phases will tie into a 12" trunk line proposed with the Delaware Street improvements. Underground storm sewers will be constructed for drainage ouffalling to DD6 ditch no. 12 1 - B which will ouffall into a new detention basin facility planned by DD6. A Storm Water Pollution Prevention Plan (SWRPP) will be prepared and implemented per State (TCEQ) and Federal (EPA) Regulations on this project along with a supplemental grading plan for City permit. Phase VI of Barrington will embrace the same restrictive covenants imposed on previous phases. If needed, let me know and I will get you a copy of these restrictions for you to review. We trust that these development plans will meet with the Planning Commission's favorable approval at the upcoming meeting scheduled for Monday, March 15'h2004.
