SUBJECT: Consider a request for a specific use permit to allow a cellular communications tower
in an NC (Neighborhood Commercial) District.

The Planning Manager recommends approval of this request subject to extending the 6' tall
wood screening fence along the south property line to the west property line of the subject
property and with a modification to the landscaping/screening requirements along the east and
south sides of the property.
Verizon Wireless is requesting a specific use permit to allow a cellular communications tower
on a vacant lot at 2380 Briarcliff.
The tower will be a 180' tall monopole and will be equipped to allow for the co -location of
additional wireless carriers. The facility will consist of the tower and a 12' x 28' equipment
shelter. The facility will be paved with crushed limestone. Access to the site will be off of
Delaware via a 14'wide driveway.
There is ail existing 6' tall wood screening fence along the east property line and the rear
portion of the south property line. An 8'tall chain link fence with wood slats is proposed to
encircle the 79' x 79' facility. Shrubs will be planted along the north and west sides of the
fenced area to provide additional screening.

RE: Verizon Wireless Proposed Structure
In accordance with guidelines set forth by the City Council of the City of Beaumont,
Texas, Verizon Wireless is requesting a Specific Use Permit to construct and maintain a
Telecommunications Structure.
The proposed location is on the South East comer of Briarcliff and Delaware.
The proposed site lies in property zoned Neighborhood Commercial .
It is the request of Verizon Wireless to construct a 180' monopole. This structure would
be equipped to allow for co -location of additional wireless carriers.
The proposed Telecommunications Structure will meet all requirements set forth by the
City of Beaumont Planning and Building Codes.
Verizon Wireless appreciates the opportunity to bring this project before and seek
approval from the Planning Commission and City Council of Beaumont, Texas.

Eight Conditions of Zoning Ordinance
The Specific Use Permit will be compatible with and not injurious to the use
and enjoyment of other property in the immediate vicinity.
Cellular structures do not have a history of diminishing property values. It is
compatible to other utility service poles in the community.
Location is Zoned Commercial Residential with shopping center located on
Delaware street directly across from proposed location.
2. All property in surrounding area is utilized. No vacant properties exist within area
in question. All parcels and lots have building and/or structures located on them.
All utilities, access roads (with exception of curb cut permit), drainage and
supporting facilities are in place at proposed location.
4. Access will be from Delaware Street avoiding any residential access area on,
Briarcliff Dr.
Structure will be odorless, free of dust and fumes with no noise or vibration.
The only noise associated with compound in loss of electrical power, backup
generator will atomically start.
This is a safety and security measure as Emergency 911 GPS antennas located on
structure must be operable at all times allowing cellular phones in area to remain
operational.
6. Structure does not meet minimal requirements set forth by FAA and FCC to
require lighting.
7. Visual impact will be minimized with fenced material of chain link with wood
slats inserted into chain link.
Landscape screening in the form of vegetation in order to camouflage compound
will be utilized.
8. It is Verizon Wireless intent to construct a Cellular Tower location that minimizes
impact to adjoining landowners.
There is an increasing number of individuals and landowners who utilize and
depend on there cellular phones for all calling needs including all medical and
emergency calls.
In order for Verizon Wireless to meet the demands of there customers and
requirements of FCC Regulations, it is imperative that cellular coverage of
sufficient quality be offered in residential areas.
Verizon Wireless welcomes the opportunity to work within City guidelines and
regulations in order to construct communication towers of minimal impact to the City
and at the same time providing necessary coverage for cellular customers,

CONDITIONS:
1. That the specific use will be
compatible with and not injurious
to the use and enjoyment of other

This application is in conformance with seven of the eight conditions necessary for approval.
Comments on Conditions 1, 4 and 7 follow:
The proposed cell tower will not adversely affect surrounding properties. Immediately
across Delaware is a shopping center. The east side and a portion of the south side of
the subject property is heavily treed. The proposed use will generate much less traffic
than most other uses permitted in the Neighborhood Commercial District.
4. Access to the proposed facility will be offof Delaware, thereby not affecting any of the
residential properties along Briarcliff.
7. The applicant is requesting a modification to the screen ing/landscaping requirements
along the east and south sides ofthe property. The proposed facility will be surrounded
by an 8' tall chain link fence with inserted wood slats. No landscaping is proposed
along those two property lines. There are a large number of trees along the east side
and the rear portion of the south side. The Planning Manager is recommending that the
existing 6' tall wood screening fence along the South side be extended to the west
property line of the subject property.
