FILE: 1714-P STAFF REPORT The Planning Manager recommends approval subject to omitting parking space #I and with a modification to the landscaping requirements along the north, east and south sides of the property. Patty Lee, Executive Director of Watts Home, Inc. is requesting a specific use permit to allow a residential care facility in an existing structure at 1901 Park. This facility will be used as an extension of their current facility at 695 Irma. That property received a specific use permit in 1997. The two story house on the subject property has 6 bedrooms, 4 bathrooms, a kitchen, living room and dining room. No cooking will be done at this address. Meals will be prepared in the commercial kitchen at 695 Irma. Watts Homes would like to house 18 men that have lived at the Irma facility and have practiced the Watts Home's "family living style program" but still cannot go home or live by themselves. Ms. Lee states that they will continue to have their tenants practice life skills such as good hygiene, work search, continuing education and self help outreach. Exhibits are attached. Introduction Watts Home is a locally based non-profit organization whose purpose is to provide residential, family living rather than institution living environment to homeless and mentally challenged persons. The Corporate Headquarters is located at 695 Irma Beaumont, TX The key staff on board includes founder and Executive Director Patty Lee, Director Kintezy Lee and Thomas, full time cook. With virtually no marketing effort Watts Home housed and fed lot9of homeless and mentally challenged people within last 10 years. We are thankful for all the support that we have received from the community & city grants, charity organization grants, Community Service workers from Probation and Prison and other charity organizations. A.A.R.P Workers, Plumbing & Electric companies. With all of this help we have outgrown our present home. Today Watts Home is one of the largest and most respected operations of its kind in this area. Purpose Watts Home is seeking a specific use permit to open a Family style living Boarding Home at 1901 Park St. We need to use this Home as a overflow House to our present Watts Home located at 695 Irma Beaumont TX The Park St. home will be a no cooking House with meals being prepared in the commercial kitchen at 695 Irma (Approved by city health *department). We have been opened forl 0 years abiding by Health & Safety Rules at our present location. The need for an overflow home is great. The park street two-story house has a 6 bedroom, 4 bathrooms, kitchen, living room and dining room. In this home we would like to house 18 men that have lived in Watts Home and have practiced our family living style program but still cannot go home or live by themselves. Compliance As shown in Site Plan Watts Home will complete the following tasks necessary to meet the requirements as outlined in City of Beaumont Specific Use Permit Application codes of ordinance (Section 30-26): 1. installations of adequate utilities on the property like lighting, drainage and other necessary facilities as shown on Site Plan. 2. The design, location and arrangement of driveway (20 ft.wide at entrance and then 17 ft. wide) and parking spaces (8 spaces) will provide the safe and convenient movement of pedestrians as well as vehicles without adversely affecting the general public or adjacent development. One handicap space with ramp will be provided at the front of the building. Landscape buffer parallel to the Park Street will be provided between handicap parking and Park Street. Also Handicap Parking sign will be installed according to city codes. 3. The directional lighting will be provided at the places shown in Site Plan to insure safe traffic at night so as not to disturb or adversely affect neighboring properties. 4. As shown in the Site Plan Watts Home will provide landscape buffer (10 ft. wide) from adjacent properties as well as from Park street to comply this purpose. Watts Home will also provide 8 ft, high fence around property to separate adjacent properties to insure harmony and compatibility with adjacent property and streets. Thus nuisance prevention measures will be taken to prevent or control offensive odor, fumes, dust, noise and vibration. 5. According to Code of Ordinance for City of Beaumont, this property comes under RCR area, which requires 500-sq. ft. of lot per person. This property has 9695.7-sq. ft., which can allow 19 people to stay in Residential Building. Watts Home has proposed to keep 18 people in this house. Watts Home appreciates the opportunity to provide Planning Division City Hall, Beaumont with this City of Beaumont Specific Use Permit Application and kindly requests approval of it. Comments on Conditions 1, 4 and 7 follow: I The proposed residential care facility for sheltering homeless and disabled persons in this large old home is consistent with the surrounding land uses. The immediate neighborhood consists of a VFW Post, residential, commercial and vacant land uses. 4. The Traffic Manager conditionally approved the site plan subject to removing parking space #1. Its location would interfere with the existing garage. 7. Watts Home, Inc. will construct an 8'tall wood screening fence along the north, south and east sides of the subject property. In addition, an 10'wide landscape strip would be provided along the north side and the majority of the cast and south sides of the property. Ms. Lee is requesting that the existing landscape buffers suffice.
