STAFF REPORT
The Planning Manager recommends approval of this request subject to moving the proposed
sign 10' from any property line and with a modification to the landscaping requirement along
the east property line.
Landry Rountree is requesting a specific use permit to allow the operation of his wrecker
service at 1575 S. Major Drive. The property will be used for office space, carport and a
storage facility that will be restricted to no more than 10 vehicles. The facility will be fenced
with a six foot cyclone fence with three strands of barbed wire above that and an 8' wood
screening fence along the eastern property line. Mr. Rountree is asking for a variance of the
landscaping requirement along the eastern property line. Mr. Neff, the adjacent property
owner, is requesting that no trees be planted along their mutual boundary. The storage area and
all parking areas, except for the handicap stall, will be covered with crushed limestone.
Mr. Rountree has made two previous requests on this property, In April, 2002, City Council
approved a zone change to GC-MD-2, but denied the specific use permit for a wrecker service
business.

I. Landry Rountree DBA. Landry's Towing am requesting a Specific Use Permit,
for a office and .storage facility at our property located at 1575 S. Major Dr. The
office will be used for administrative and sales purposes, and provide on site
security. The storage facility would be screened, surfaced, and lighted to meet
Texas Department of Transportation standards as well as City of Beaumont
storage facility regulations. If I can answer any questions, please feel free to

Dear Zoning Comission:
The purpose of this letter is to address the eight items on the lower back section
of the Specific Use Permit Application. The items are addressed in the order they
are listed on the sheet.
1. The property would be used for office space and a storage facility, that allows
no more than ten (10) wrecked or disabled vehicles to be stored.
2. The storage facility would be fenced with a six foot cyclone fence with three
strands of bob wire above that, and a eight foot wood fence between the storage
facility and residential zone to the east.
3. Utilities would be accessed to the office in accordance with city codes, and
drainage is already provided.
4. Offroad parking and one handicap space would be provided and the storage
facility is designed for vehicles to be brought in and removed in a safe and
convenient matter.
5. The eight foot wood fence would provide protection against offensive odors,
fumes, dust, and noise. I do not know how vibrations could be caused by the
scope of this facility; therefore that would be nonapplicable to the best of my
knowledge.
6. The lighting would be directed and limited so as not to disturb or adversely
affect neighboring properties.
7. The lanscaping would be according to city ordinance specifications required at
front and bark, unless variance was granted at back of property as requested by
Mr, T. E. Neff (neighbor to east of said property).
8. Three other businesses between my property and College St. to the north and
on the same side of the street are automobile transportation services, and this
proposed use would also service the motoring public.

This application is in conformance with seven of the eight conditions necessary for approval.
Comments on Conditions 2, 3, 4 and 7 follow:
2. To the south of the subject property is a mini -warehouse. To the north are a number
of commercial uses, including two auto repair shops with storage facilities.
3. The property is located within the I 00-year flood boundary. A 5' wide drainage swell
is located along the south side of the property. Drainage will have to be approved by
TxDOT.
4. The driveway will require TxDOT approval.
7. Mr. Rountree is requesting a modification to the landscaping requirement on the east
side of the property. Mr. Neff, the property owner to the east, has asked that no trees
be planted along their mutual boundary.
