The Planning Manager recommends approval of this request subject to:
1. Providing an 8'tall wood screening fence and aminimum Iflandscape strip along the
east property line;
2. Providing a 6' wide landscape strip along the parking lot frontage;
and with a modification to the landscaping/screening requirements along the south property
line,
RCSS Properties, Ltd., the applicant, is buying a 2 acre tract of land on the east side o f N.
Major Drive, approximately 1,000 feet south of the Folsom Extension in order to build and
operate an indoor shooting range.
The front of the 8,765 sq. ft. building will house the retail area, classroom, office, vault and in-
house gunsmith. The rear 3,500 sq. ft. of the building will house the shooting range. The
applicant states that the retail area and the shooting range will be separated by a solid masonry
wall with 1/4" bullet resistant glass to facilitate viewing of the shooting area. The shooting
range will consist of solid masonry walls with heavy gauge steel plating overhead so no bullets
can escape to the outside.
The retail area will provide for the sale and in -range rental of firearms, the sale of ammunition,
cleaning supplies and other shooting accessories. The classroom will be used for a variety of
instructional classes.
In February, 2004, City Council approved an amendment to the City Code of Ordinances, Sec.
18-7, to allow for indoor firearm ranges.

LEGAL DESCRIPTION FOR ORDINANCE PURPOSES
That certain 2.09 acre tract out of the Hezekiah Williams Survey, Abstract 56, Jefferson
County, Texas, and being out of a 209.2045 acre tract described in Clerk's File #
2000047669 of the Jefferson County Real Property Records; said 2.09 acre tract being
more particularly described by metes and bounds as follows:
BEGINNING at a 1/2" iron rod found for the southwest comer of Lot 11,
Block I of Fairfield, Phase 1, a subdivision in Jefferson County, Texas,
recorded in Volume 17, Page 256 of the Jefferson County Map Records;
said iron rod being the southeast comer of the said 2.09 acre tract and
being the POINT OF BEGINNING;
THENCE South 87'14'18 " West (called South 87'1222" West) along the
north line of a called 8.86 acre tract conveyed to the Mid -County Teachers
Credit Union as described in Clerk's File # 2001014809 of the Jefferson
County Real Property Records, a distance of 455.04 feet (called 455.00
feet) to a 3/8" iron rod set on the east line of Major Drive for the
southwest comer of the said 2.09 acre tract;
THENCE North 02053'I 0" West (reference bearing) along the said east
line of Major Drive, a distance of 200.00 feet to a 3/8" iron rod set for the

Ten Ring Shooting Range
The Ten Ring Shooting Range will be a fully automated, climate controlled, fully
contained, safe, clean, family oriented, state-of-the-art indoor shooting facility. The
business will consist of a front building containing the retail area, classroom, office, vault
and restrooms with 4000 square feet of space, and a rear, connected building containing
the shooting range with nearly 3500 square feet of space. Another 200 square feet will be
dedicated to an in-house gunsmith. The retail area and range proper will be separated by
solid masonry wall with 3' x x 1/4" bullet resistant glass to facilitate viewing the
shooting area by both employees and patrons.
The retail area will provide for the sale and in -range rental of firearms, the sale of
ammunition, cleaning supplies, and other shooting accessories. It will also carry a full
range of law enforcement related gear and accessories.
Classes will be taught in the classroom including, but not limited to, concealed
carry permit, hunter safety, first time shooter, handgun use and safety and Boy Scout
Merit Badge. The classroom will have full audio-visual capabilities. When not in use by
the range, the classroom will be available for civic and community use.
The shooting range will consist of solid masonry walls with heavy gauge steel
plating overhead so no bullets can escape to the outside. The targeting system will be
fully automated so that no one needs to leave his/her shooting booth to place or retrieve
targets. The bullet traps are heavy gauge, rifle -rated steel and will catch, decelerate and
store spent bullets. Two large, roof mounted air handlers will cool, heat and filter (HEPA
filters) all air inside the range every 85 seconds, thereby conforming to all Texas Air
Quality, EPA and OSHA standards. The range will have 12 shooting lanes divided down
the center by a masonry wall, creating two separate shooting bays of six lanes each. Each
bay will be separate so that classes can be held on one side while the other remains open
to the public. The range will be available to all law enforcement agencies in the area for
training and qualification purposes.
The facility will create no pollution: all air will be scrubbed before exiting the
building; no lead will contaminate the soil; and any interior noise will not escape to the
outside environment. The entire facility, from the retail area to the shooting range, will
be completely handicapped accessible.
The physical structure will be situated in the center of the 200ft frontage, and the
parking area will begin just past the 24ft. easement required by the developers. The
building itself will be finished in brick and textured cinder block. The roof will be a
"galvalum" standing seam roof and will be silver in color. For security reasons, there
will no windows in the building, and the front door will be secured with a solid metal
security door just inside the front doors before and after business hours. All firearms will
be locked in a vault when the business is closed.
The structure will be in compliance with both city codes and the developer's
requirements, per contractual agreement. All utilities needed (electric, gas, water,
sewage) are available at the site and will be installed per city code by licensed
contractors. The primary lot will be constructed to facilitate future expansion, and to
allow future adjacent businesses unrestricted access to our parking lot and entrance. The
design, location and arrangement of the driveways and parking spaces provides for the
safe and convenient movement of vehicular and pedestrian traffic to and from the facility.
Six halogen panels on two light poles will light the parking area and pedestrian
walkways. The lighting will be directional and will not disturb or adversely affect
neighboring properties or vehicular traffic on adjacent streets and roadways.
The property will also be fully landscaped and irrigated by the contractor with the
following:

It is our hope the Ten Ring Shooting Range will not only provide a much needed,
much wanted service to the population of Southeast Texas, but will also be a source of
revenue for the city, a source of income for those the business employs, and an asset to
the community it serves.

This application is in conformance with seven of the eight conditions necessary for approval.
Comments on Conditions 1, 5 and 7 follow:
1. The proposed use will not be detrimental to the surrounding properties. The rear 20'
of the property will be a landscape buffer. The shooting range itself will be over 200'
from the rear property line.
5. The shooting range will be constructed of solid masonry walls and heavy gauge steel
plating. The applicant states that the facility will create no air or noise pollution.
7. The rear of the property will be required to have an 8'tall wood screening fence and a
minimum I O'landscape strip. A 6' landscape strip will be required along the frontage
of the parking lot. The applicant is requesting a modification to the
landscaping/screening requirement along the south property line. The property to the
south is zoned A-R. The property is owned by Mid -County Teachers Credit Union.
