FILE: 1721 -P STAFF REPORT The Planning Manager recommends approval of this request subject to neither unit being used as rental property. Tommy Singleton is seeking a specific use permit to allow the construction of an attached addition to his mother's home at 4460 Diamond, Mr, Singleton states that since the death of his father, it has been his goal to expand the house to provide adequate living quarters for his wife and he so that they may watch over his mother. The two story addition will be attached at the rear of the existing house and will have a common wall but a separate entrance. LEGAL DESCRIPTION FOR ORDINANCE PURPOSES Being Lot 17, Block 2, Odom Terrace Addition, City of Beaumont, Jefferson County, Texas, containing 0.15 acres, more or less F� May 25, 2004 Planning Commission and City Council RE: Building Permit I, Tommy Singleton and"my sister, Donna Wilridge are seeking to obtain a building permit for the construction of an attached addition to my mother's single dwelling home, which is also our family's homestead. Since the death of our father, it has been our goal to expand the family's homestead to provide adequate living quarters for my wife and I to live with my mother in her golden years. This will enable us to respond to all my mother's needs in a timely manner. The construction of this addition will allow the attainment of that goal before the affectation of failing health besets my mother. This will enhance our capacity to be less dependent on State or Federal resources in order to care for her properly. Therefore, in agreement with my mother and my sister, my wife and I will reside in the proposed attached addition as our permanent residence. The blueprints that are in your possession illustrate the boundaries covered by the site plan which will not require any changes concerning existing drainage ways or natural features of the landscape. The plans display the proposed driveway and a carport along the fence line. However, I was informed that the proposed carport will encroach on the city's easement. Therefore, this will be revised and no carport will be built. Since the addition will be used strictly for family dwelling, it will be compatible with, and not injurious to, the use and enjoyment of other properties surrounding it. It will neither diminish nor impair property values within the immediate vicinity. The adequate utilities will be provided as one address. There will be only one meter for each utility as that is our main goal in living there --to assist my mother financially. There is a kitchenette in the blueprints as part of the addition because we want to help my mother, not hinder her independence. However, other resources will be shared, ie. the yard, the laundry area, etc. We will also provide extra space for visiting relatives and friends. The existing drainage will be supported as indicated by he drawings in the blueprints. This will not. impede the general public and adjacent properties. Safe vehicular and pedestrian traffic will not be altered in any way.
