Richardson, Planning Manager W SUBJECT: Consider a request for an amended specific use permit to allow a gymnastics/cheerleading instruction and family entertainment center in an RM-H (Residential Multiple Family Dwelling -Highest Density) District. FILE: 1719-P STAFF REPORT The Planning Manager recommends approval of this request. Marlon Quibodeaux, the owner and operator of Southern Star Gymnastics at 7579 Highway 105, would like to expand his existing business to include a family entertainment center. In 2002, Mr. Quibodeaux was granted a specific use for expansion of the facility onto the adjacent property at 7575 Highway 105. The current facility includes 12,800 sq. ft. of building area and related parking, Mr. Quibodeaux states that Phase I would involve converting the larger of the two existing buildings into a family entertainment center that would include "soft play", birthday parties, arcades/games, concessions, a computer room and gymnastics. The smaller building would continue to be used for gymnastics and cheerleading instruction. Phase 2 would include converting the smaller building into a "Ball Zone" that would include ball activities. Phase 3 would include tearing down the house at 7575 Highway 105 and using the property for outdoor events/competitions and parking. Exhibits are attached. LEGAL DESCRIPTION FOR ORDINANCE PURPOSES Being Lots 11-13, Neches Terrace Addition, City of Beaumont, Jefferson County, Texas, containing 2.20 acres, more or less. May 21, 2004 Dear City of Beaumont Planning, We are requesting an amended specific use permit for 7575 and 7595 Highway 105 which is our business of Southern Star Gymnastics. Currently, there is a small home on Lot 11, facility on Lot 12, facility on Lot 13. We will use facilities as follows: Phase 1: Lot 11: Use small home on as residence Lot 12: Use building on as a Family Entertainment Center (FEC) Lot 13: Use building as gymnastics and cheerleading. Phase 2: Use gymnastics and cheerleading building as additional FEC Phase 3: Tear down the home and expand our FEC and parking In 1987, we acquired our current property at 7595 Highway 105. We have expanded to two facilities totaling 12,800 square feet. In 2002, we acquired the small home at 7575 Highway 105 and the City of Beaumont approved a specific -use permit for future expansion. We have steadily increased our enrollment of children's activities to 400 students. We feel adding the FEC will increase our profit and net worth. Ourfacility and property is beautifully landscaped and kept in immaculate condition. Of course, all adequate utilities, access entrances and exits, drainage and other necessary facilities will be provided. Driveways and parking spaces will be provided for a safe and convenient movement of vehicles and pedestrians. Measures will be taken to prevent or control noise, odors, fumes, dust and vibrations. Directional lighting should not disturb our neighbors. Privacy fences will be built. Landscaping is must in our business. Our plan is to use the property to continue to offer children and families something unique in Southeast Texas as we have for the past 19 years.
