FILE: 1725-P STAFF REPORT The Planning Manager recommends approval of this request with a modification to the landscaping and screening requirements. New Life Tabernacle is requesting a specific use permit to allow church -related activities in a building that it owns at 6515 Highway 105. In 2002, the church received a specific use permit to allow a Spanish Sunday School and Bible study in the building. Nothing was done and that specific use permit has since expired. New Life Tabernacle would now like to use the building as a multi -purpose facility. The building will be used for Bible study, prayer, training and a fellowship area. This property was formerly a convenience store but it has been vacant for many years. The church will renovate the building. There will be a 2' x 15' sign installed on the front of the building. Parking will occur on the old convenience store's parking area and will use existing curb cuts. Tile applicant is requesting a modification to the landscaping and screening requirements. Typically, an 8'tall wood screening fence and 10'wide landscape strip on the south, east and west sides of the property would be required. Property on both sides of the subject property is owned by New Life Tabernacle. The property to the south is zoned RS and is vacant. The subject property is approximately 470' deep. Dyches Survey, City of Beaumont, Jefferson County, Texas, containing 2.0 acres, more or less. Descriptive Letter: To: The Planning Commission and City Council, Beaumont, Texas. I . The specific use of this property will be a multi -purpose facility to be used for: Bible study, prayer, training and a fellowship area. This facility will be operated by New Life Tabernacle. The building is located on property owned by the church. The improvements to this building will not impair nor diminish values to the immediate vicinity rather it will have a positive impact. 2. The specific use of the property will be multi -purpose as aforementioned. The existing building is centrally located on the land the church owns and is to the east of our Family Life Center. To the north, across HWY 105, are apartments and to the south is an open field. This project will not impede the normal and orderly development of the area, but will enhance it and the surrounding vacant property. 3. The plumbing is part of the existing building which includes 2 bathrooms and a sink area. The drainage was updated by the city/state when HWY 105 was widened. The electricity supply consists oft boxes which have been temporarily cut off, but they are adequate for the building when the power is restored. 4. The design and location of the driveways are existing and meet city specifications. They were completed with the widening of HWY 105. The parking facilities are adequate. The movement of pedestrians and or vehicles should not have a negative effect on the general public or adjacent development. 5. The orderly use of this property will not produce any offensive odors, fumes, dust, noise or vibrations that will be offensive to the general public. 6. Directional and adequate lighting for parking will be provided. We will also include perimeter lighting for safe access and security, 7. The landscaping will not incur drastic changes. However, if the need arises we will consult with a professional so that improvements will be compatible with the adjacent properties. 8. The proposed use of this building and property is in accordance with the comprehensive plan of the existing church in operation. Comments on Conditions I and 7 follow: 1. This activity will only be an expansion of an already existing church to the west of tile subject property. There is another church northwest of the subject property. 7. The church is asking for a modification to the screening and landscaping requirements on the south, east and west sides of the property. The church owns both properties to the east and west. All activity will be on the far north end of the subject property. At least 300 feet of the property will be undeveloped.
