Richardson, Planning Manager SUBJECT: Workshop - Electronic reader board signs STAFF REPORT The Planning Division has had a number of requests for electronic reader board signs over the past several months, the most recent being one by Dowlen Road Church of Christ (see attached letter). The Zoning Ordinance prohibits signs with flashing lights or intermittent illumination, except those signs that cannot be seen from the public right•of-way. When requests for electronic reader board signs have been made, they have been denied based upon the aforementioned prohibition. Apparently, the popularity of electronic reader board signs is increasing due to the number of inquiries made of the Planning Division, Therefore, the Planning Manager asked Dowlen Road Church of Christ to submit a letter explaining what they would like to do and said that he would place the topic on the agenda for discussion. If it is the desire of the Planning Commission to ask staffto amend the Zoning Ordinance to allow electronic reader board signs, the Planning Manager would suggest a time limit whereby each message must remain visible before changing. The Planning Manager would recommend against rolling messages. Almost weekly, new businesses are opening and established residents are nnmWnq } / VVewant to be part ofthe improving environment in our area. While we are careful inour use of money, we want;our property to look aoh` asweuan make it in order to be consistent with other properties on our street. Pursuant to that, we want to replace the sign in front of our building Our current sign is old and deteriorating. VVeunderstand that local codes donot allow signs tohgvmanintermittent moving or flashing display. Our operation of an LED sign would be limited to a static display. The information on it would be changed no more than once per day, We would be happy to have this stipulation written into our permit. We would have no desire or intent to circumvent or violate local codes on this matter. We thank you for you your consideration of this matter.
