STAFF REPORT
Joseph Durousseau, Jr. is requesting variances to the front and side setbacks for his property
at the southeast corner of Lincoln and Hemlock.
City Council recently approved a zone change request on the subject property. The zoning was
changed from RM-H (Residential Multiple Family Dwelling -Highest Density) to LI (Light
Industrial) District. It is Mr. Durousseau's wish to build a welding shop on the property.
When lie started laying out the building, lie found that with the required setbacks under LI, the
property is undevelopable. He would only be able to build a I O'x 53' building. Therefore, Mr.
Durousseau is requesting that variances be granted for the setbacks to the north, south and west.
Mr. Durousseau has submitted two plans. Proposal "A" would allow for a 30'x 60'building.
To construct such a building would require a front setback of 33'and 15' side yards, Proposal
"B" would allow for a 30'x 53'building. To construct such a building would require a front
setback of 40' and 15' side yards.
The applicant shall have the burden of proof to demonstrate that all three conditions necessary
for approval have been met.

My nearest neighbors support this project and feel that it will enhance
the opportunities for young adults willing to acquire a skill that can
be used in today's work place.
It is my intention to continue to be a good neighbor and work to be part
of the solution and not part of the problem.
My reason for asking for this variance is simply because as the
property itself will suffice for this project the codes that are prescribed
will hinder the overall project if a (10') wide building is all I'm
allowed to construct.
