STAFF REPORT
LifeShare Blood Centers is requesting a variance to the rear setback in order to construct a 3-
stall bus barn south of its existing building at 4305 Laurel.
Debbie Madar, Executive Director, states that building on their property is severely restricted
because of three major easements that cross the property. LifeShare has recently acquired some
additional property to the east. LifeShare plans to expand their current building in the near
future and in order to accommodate this future expansion, the bus barn needs to be located as
far to the rear of the property as possible.
A 16'electrical easement runs along the power poles at the rear of the property. That casement
consists of Won either side of the property line. A 30'wide drainage easement runs north and
south on the newly acquired property to the east. Hillebrandt Bayou runs along the rear of the
property. The bayou is 80'wide at this point.
The applicant shall have the burden of proof to demonstrate that all three conditions necessary
for a variance have been met.

LifeShare Blood Centers, located at 4305 Laurel, Beaumont, TX request this variance on
building setback restrictions in order to expand at its present location.
As you will see on the site plans and survey drawings being submitted with this letter, our
property encompasses (3) three major easements, which severely restrict any possibilities
for expanding to meet our present needs. This project would expand the present parking
area and provide a building in which to park (3) three donor coaches. in order to situate
everything that is tmded, we &d it necessary to use several feet Wong the back of our
pro", which falls in the restricted building area.
We sincerely hope that this variance can be granted especially since our prop" backs
up to Hillebrandt Bayou and should not affect any property owners located to the rear of
our property line.

Dear Members:
I am writing this letter on behalf of LifeShare Blood Centers who are requesting a
variance to allow building a permanent structure T-O" within the required 15'-0" rear
setback of their property.
The property on which LifeShare Blood Centers is currently located. and the neighboring
property they have recently acquired, are both heavily burdened with drainage and
electrical easements which make it difficult to build any permanent structure within its
boundaries. As shown on the site plan. LifeShare Blood Centers' only option for
building a new bus barn is a pie -shaped piece of the property located directly in the
middle of their existing parking lot. It is on this piece of property that they wish to build.
LifeShare Blood Centers also plans to expand their current building in the near future.
In order to acconu-nodate for future expansion. it is imperative that the new bus barn be
located as far to the rear of the property as possible. therefore, allowing as much room
as possible for the future building addition. A 16'-0" electrical easement runs along the
power poles at the rear of the property. This casement consists of 8'-0" on either side
of the property line which will not allow a permanent structure to be built within it.
LifeShare Blood Centers would like to build a bus barn on the edge of the electrical
casement which would require building a permanent structure T-O" into the current rear
setback line.
To the rear of the property is Hillebrandt Bayou, a large DD6 drainage ditch. By
encroaching slightly into therear setback, it N'vould move the building closer to the
drainage ditch but would not interfere with an\- other residential or corm-nercial property.
We trust that the Board of Adjustments will strongly consider granting this variance to
the LifeShare Blood Centers, and by doing so, will allow them to construct their new bus
barn, and be able to expand their building in the future. This will, ensure that LifeShare
Blood Centers can continue to provide the vital services the\- do for the Southeast Texas
Region,
