MayorAmes led the Pledge of Allegiance. Roll call was made by Tina Broussard, City Clerk. Consider a resolution authorizing the City Manager to award a contract to Barricades Unlimited, of Lubbock for pavement marking work. The Citywide Pavement Markings — Phase I project consists of the installation of pavement markings on the following streets: Buford Street, Carroll Street, College Street, Gladys Avenue, Phelan Boulevard, and Sycamore Street (including a portion of Madison Avenue). On March 18, 2021, one (1) bid was received for furnishing all labor, materials, and equipment for the project. The bid total is indicated in the table below: :--Co ntractor Location Base Bid Amount Barricades Unlimited ILubbock, TX $202,084.95 Engineer's Estimate $275 158.00 A total of 60 calendar days are allocated for completion of the project. Funds will come from the Capital Program — Street Rehabilitation Program. Approval of the resolution. Councilmember Samuel moved to APPROVE A RESOLUTION THAT THE CITY COUNCIL HEREBY APPROVES THE AWARD OF A CONTRACT TO BARRICADES UNLIMITED, OF LUBBOCK, TEXAS, IN THE AMOUNT OF$202,084.96, FOR THE CITYWIDE PAVEMENT MARKINGS—PHASE I PROJECT AND THAT THE CITY MANAGER BE AND HE IS HEREBY AUTHORIZED TO EXECUTE A CONTRACT WITH BARRICADES UNLIMITED,OF LUBBOCK,TEXAS. Councilmember Getz seconded the motion. Minutes—April 6,2021 AYES: MAYOR AMES,MAYOR PRO TEM FELDSCHAU,COUNCILMEMBERS NEILD,GETZ, PATE, SAMUEL AND MOUTON NAYS: NONE MOTION PASSED Resolution 21-089 2. Consider a resolution approving a payment for repairs made to a heavy haul dump truck used at the Landfill. On November 24, 2020, City Council had a work session concerning the repairs of three dump trucks. The first unit has been completed, with the following payment now due. Unit 5093 is a 2005 Caterpillar 725 Articulating Heavy Haul Dump Truck, with 9097 hours prior to repairs. Repairs consisting of a total re-hose and re-harness, were completed by Mustang Cat of Houston in the amount of $106,056.67. A new truck would cost approximately $365,000. This work came with a 36 month/2000-hour warranty. The unit is used at the landfill to haul dirt and continually cover debris, in order to comply with TCEQ regulations. Mustang Cat is a Sole Source Vendor. Funds will come from the Solid Waste Fund. Approval of the resolution. CDu ncllmember Nelld moved to APPROVE A RESOLUTION THAT THE CITY MANAGER BE,AND HE IS HEREBY, AUTHORIZED TO PAY AN INVOICE IN THE AMOUNT OF $106,056.67 TO MUSTANG CAT, OF HOUSTON,TEXAS,A SOLE SOURCE VENDOR, FOR REPAIRS TO A 2005 CATERPILLAR ARTICULATING HEAVY HAUL DUMP TRUCK FOR THE SOLID WASTE DIVISION FOR USE IN HAULING DIRT AND COVERING DEBRIS IN COMPLIANCE WITH Ti REGULATIONS. Consider a resolution authorizing the City Manager to award a contract to Texas Drainage, Inc., of Waller for drainage improvements at Tyrrell Park. The Tyrrell Park Loop Drainage Project consists of the construction of new drainage ditches, cleaning and restoration of existing drainage ditches, concrete repair, and removal and replacement of storm sewer culverts within the Tyrrell Park Loop. Minutes—April 6,2021 On March 18, 2021, five (5) bids were received for furnishing all labor, materials, and equipment for the project. AYES: MAYORAMES,MAYOR PROTEM FELDSCHAU,COUNCILMEMBERS NEILD,GETZ, PATE, SAMUEL AND MOUTON NAYS: NONE MOTION PASSED Resolution 21-091 COMMENTS * Public Comments (Persons are limited to three minutes) Glen Johnson 6390 Calder Beaumont TX Thanked everyone on City Council, as well as Councilmember Neild for appointing him to the Police Advisory Board, stated to the City Manager and the Mayor that they have done an amazing job and continues to do so, informed Mayor Ames that she will be truly missed, thinks that the city and staff did a great job during the ice storm, also had an opinion regarding running for Mayor, stated that a person needs to be a sitting Councilmember and thatthey should have some knowledge as to how the city is run, wished all of the candidates on the ballot good luck Minutes—April 6,2021 Jeremy Pavlich 695 Chamberlin Dr. Beaumont TX Stated that anytime he's had an issue he's always been able to reach out to the City Council and they would stand behind him, two years ago during the Texas Legislature their plumbers license was under attack, during that time the city was there with them shoulder to shoulder to make sure that their trade stayed licensed, thanked Council for all they did, commented on their "Safer Water for Nome" project, announced that on Friday, April 9, 2021, they will be having a town hall in Nome, Texas,to discuss water quality and plumbing, it's been reported that Nome's water could be a little displeasing at times, urged anyone that has an issue with water quality to come out and join them Landry Rountree 1565 S. Major Dr. Beaumont TX Made comments regarding Martin Luther King, Jr., stated that sometimes facts can be deceiving, if anyone is interested in truth as the City Attorney has stated since he deals with facts and truths then one should never be afraid of all the facts, if you're gathering truth but you have an agenda or a personal story to tell or a narrative to craft, that person might not provide all the facts, stated that he went to the City Clerk's office and requested some information, if he doesn't get blocked like he has many times by Attorney General Opinions, he would like to share that information at a future Council meeting, also stated that he complained about Mr. Cooper and his actions two weeks ago, asked that the Council investigate Mr. Cooper's actions John Vaughn 3955 N. Major Dr. Beaumont TX Stated that on last week he left the meeting after he made his public comments, it was stated that he always leaves, wanted to inform Council as to why he leaves, the city cost him just about everything he had, the problem wasn't the Fire Marshall, it was leadership,the reason he walks out is because every time he makes comments he then has to listen to people knowingly tell a lie about him and what happened and he's not allowed to respond, stated that on last week Mr. Hayes stated that the reason he went through what he went through is because he got caught, stated that Mr. Hayes knows that isn't the truth, they had a meeting and he also has a recording of the meeting, this is the same meeting that Mr. Hayes got up and stormed out of the meeting and closed the door on the way out, the only issue that occurred is that the Fire Marshall didn't understand the Fire Code, that's the root of the problem, made other comments regarding the Fire Chief and his fire hydrant Christopher Matthews 3875 N.
