A meeting of the Board of Adjustment was held on November 17, 1994 with the following members
present:
Chairman Jayne Eisen
Board Member Dohn LaBiche

Board Member Chuck Mason
Board Member Mary Jowers
Board Members Absent: Board Member Bruce Irvine
Also present: Stephen C. Richardson, Planning Director; Murray Duren, Sr. Planner;
Bonnie Semien, Planning Technician; and Jill Cole, Recording Secretary.
APPROVAL OF MINUTES
Board Member LaBiche made a motion to approve the minutes of the October 13, 1994
Public Hearing. Motion was seconded by Board Member Wilson. Motion carried 8:0.

1) File #371-BA: Consider a request for a variance from the requirements of Section 30-31 C.
4. of the landscape and screening regulations regarding an increase in the size of an existing
parking lot by twenty-five percent.
Location: South Park Middle School, Highland Avenue at Virginia
Applicant: Beaumont Independent School District
BOARD OF ADJUSTMENT

Public Hearing
Mr. Richardson explained that the request for a variance from the landscaping requirements
was for the increase in size of the existing parking lot by 25 percent. This parking lot is
located at South Park Middle School.
The Beaumont Independent School District has requested this variance prior to applying for
a new parking lot building permit. The proposed landscaping for the new portion of the lot
complies with the landscaping and screening requirements. It is for the existing lot that the
variance has been requested. The reason for the request is based upon the number of
parking spaces that would be lost in the existing parking lot if they were required to meet the
landscaping requirement. Nine to ten spaces would be lost if the landscape requirement was
enforced. Parking at the school is now at a premium. The purpose for the new parking lot
is to address parking and circulation problems that currently exist at the school. Losing
spaces in the existing parking lot would not help the situation by adding these new spaces.
Providing new spaces would help alleviate the on street parking problem that now exists
thereby resulting in less of an impact on the surrounding neighborhood.
Staff recommended approval of the variance request.
Eighty-eight notices were sent to property owners within 200 feet of the subject property.
Eight responses in favor and none in opposition were returned.
Chairman Eisen opened the public hearing and asked for the applicant's comments.
Mr. Charles Starcke, Business Manager for Beaumont Indepedent School District, the
applicant, addressed the Board.
Questions from Board Members regarding parking lots, driveways and landscaping followed.
Chairman Eisen closed the public hearing.
Board Member LaBiche made a motion to approve the variance as requested in File #371-
BA. Board Member Harris seconded the motion. Motion to approve carried 5:0.
