Richardson, Planning Manager SUBJECT: Request for a variance to the building setback requirements for a rear yard in a GC - MD (General Commercial -Multiple Family Dwelling) District. PTIBIIIU- STAFF REPORT Baptist Hospital has purchased the facility once known as M. A. S. H, addressed at 3576 College Street. This property is zoned GC -MD and extends from College to Fannin. The tracts involved contain a total of 16.149 acres. Baptist is in the process of several new building expansions and parking improvements on the property. A new central utility addition will be located near the rear of the hospital on the Fannin Street or rear of the property. Situated next to the new central plant are two slabs which will support two cooling towers (air conditioning units), The slabs are Wx 21'and 2O" x 22'in size. One is proposed to set back from the Fannin. Street right-of-way a distance of 4' and the other one will be constructed on the property line/right-of-way line. The required rear yard setback is 15'but reduced to 1 O'since commercial zoning abuts the site across the street. The street pavement lies 30'north of the hospital's property line. Fannin has an 80' right-of- way width. The applicant has the burden of proof to demonstrate that all three of the conditions necessary for a variance have been met. Exhibits are attached. Richardson, AICP City of Beaumont, Planning Division 801 Main St., Rm.205 Beaumont, Texas 77701 RE: Baptist Hospital of Southeast Texas, Additions & Renovations Beaumont, TX Mr. Richardson, Attached please find for the above referenced project one (1) copy of the Site Survey, dated 10-20-01, latest revision 3-8-01, and one (1) copy of the proposed Site Plan, dated 9-4-01. Also please find attached one (1) completed Board of Adjustment Application Form; one (1) completed Variance Supplemental Application Form; and one (1) check made payable to the City of Beaumont for $200.00. These items are submitted for your use in conjunction with our request for a variance. In order to place additional air conditioning units for the above referenced project at the most appropriate location we request a variance of the rear setback for the property owned by Baptist Hospital of Southeast Texas located at 3577 College Street, Beaumont, Texas. As part of additions and renovations to their existing facility, Baptist Hospital of Southeast Texas will require the addition of two air conditioning units, also known as cooling towers. These units will be very similar to the existing units, located at the rear of the existing building. They will rest on two concrete pads, one 16'x21' in size and one 20'x22' in size. These units, functionally, must be located next to the Central Plant Addition as shown on the above mentioned Site Plan. This alone limits the number of possible locations. To locate the units on the east side of the Central Plant Addition would require redesign and construction of the hospital's existing rear parking area with the possible loss of required parking spaces and at great expense to the hospital. To locate the cooling towers on the west side of the Central Plant Addition would inhibit required access to the hospital's existing and proposed electrical transformers. The only viable option is to locate the INGRAM CIVIL ENGINEERING GROUP 5560 FRANKLIN PIKE CIRCLE, SUITE 101 0 BRENTWOOD, TN 37027 * 615.370.7964 0 615.370.1273 FAX vim units to the north of the Central Plant Addition. This is the proposed location shown on the Site Plan mentioned above. The units at their proposed locations will extend beyond the building setback line 6' and 10' respectively. This location does not interfere with existing utilities and provides over 30' of clearance from the nearest unit to the nearest Fannin St. edge of pavement. Also, according to the City Transportation Department no future improvements to Fannin St. are planned at this time. The area surrounding the requested variance is zoned General Commercial with an open parking lot owned by the hospital located directly across Fannin Street from the proposed units.
