A Regular Meeting of the Historic Landmark Commission was held on December 14, 2020 and
called to order at 3:34 p.m. with the following members present:

APPROVAL OF MINUTES
Commissioner Craig moved to approve the minutes of the Regular Meeting held on
September 14, 2020. Commissioner Sigee seconded the motion. The motion to approve carried
7:0.
REGULAR MEETING
1) PZ2020-156: Request for a Certificate of Appropriateness to replace siding with 6"
siding, reduce the number of windows on the front and side from eight (8) to four (4) and
change the style of the windows.
Applicant: Nguyen Thanh Van
Location: 2275 Angelina Street
Mrs. Josey presented the staff report. Nguyen Thanh Van requests permission to replace the
siding, remove windows and replace with fewer windows of a different style at 2275 Angelina
Street, Mr. Van began work without the benefit of a CA (Certificate of Appropriateness) or
permit. A stop work order was issued.

The house was originally more Craftsman in nature, but certainly a hybrid. Mr. Van's
unfortunate changes have taken the house to a more Colonial Revival appearance. Examples of
similar Colonial Revival houses (McAlester et al., pgs., 338-339) demonstrate that either a
double window or a larger single picture window were more common, The siding is not
uncommon and a six over six window is definitely more common in the Colonial Revival than
the Craftsman style home.
The house is listed in the 1990 SPARE Survey. The house is listed as fine example of middle
class housing built in Beaumont in the 1920's and 1930's.
Staff recommended approval of the siding and the six over six windows and denial of the smaller
single windows. The front windows especially should either be doubled, or replaced with a
much larger picture window.
Slides of the subject property, including pictures from before and after the renovation, were
shown.
Mrs. Josey also mentioned that a carport had been added to the property. She stated that since
the carport was not listed on the agenda, a vote could not be taken on it but that it could be
discussed at the meeting. She stated that hearing the opinion of the Commission on the carport
could help the applicant decide whether to bring it back to a future meeting or make changes that
could be approved by staff.
Brief discussion followed concerning the carport and the work being done without permits.
The applicant, Nguyen Thanh Van, 2275 Angelina Street, addressed the Commission. He was
assisted in translation and explanation from his cousin, Calvin Pham, Mr, Pham, on behalf of
Mr. Van, stated that Mr. Van was unaware of the requirements for permits and was just trying to
fix up the house and looks forward to finding solutions to complete the project. Mr. Pham and
Mr. Van stated that the house had been rented out and that the tenants did not take care of the
property so renovations were necessary. Mr, Van apologized for the work being done without
permits.
Discussion followed about the carport and when it was built. Vice -Chairman LaBiche stated that
the carport would need to have a slope roof and wood columns and look like it was part of the
original home. He stated another option would be to have an aluminum carport behind the
house, which is not visible from the street. The Commission and staff came to a consensus that
the applicant would have 6 months to remove the current carport or to have it come into
compliance.
Commissioner Craig expressed that the change of the front windows was to the detriment of the
home. Vice -Chairman LaBiche stated that the Commission never allows changes to the siding or
windows that do not preserve the historical heritage of the house. He stated that the front
windows would need to be returned to the original size and trim.

Discussion followed about the original windows being removed and how to find similar
windows to replace them. Vice -Chairman LaBiche provided the applicant the names of some
companies that may sell appropriate windows. Mr. Pham and Mr. Van thanked the Commission
and staff for their guidance on finding solutions to the situation. They added that any future
work will be done through the proper permitting process.
Commissioner Templeton moved to approve the request for a Certificate of Appropriateness to
replace siding with 6" siding and reduce the number of windows on the side of the house from
eight (8) to fora' (4) and to deny the request to change the size and style of the windows on the
front of the house, for the property at 2275 Angelina Street, as requested in file PZ2020-156.
Commissioner Craig seconded the motion. The motion to approve carried 7.0.
2) Historic District Code Enforcement Report
Officer Luckey presented the Historic District Code Enforcement Report including information
about current violations and inspections.

STAFF REPORT
Boyd Meier, Building Official, requests a certificate of demolition for the second house located
at 2354 Laurel Street. According to the inspection report, this structure was originally tagged on
August 2, 2019. The structure has signs of transients residing inside the substandard structure.
The electrical wiring of the structure would need to be in compliance with the 2014 National
Electric Codes. The roof has several missing shingles. The siding of the house and eaves are
rotting in several places. Based on the extensive repairs needed for this structure the Building
Codes Staff is recommending a raze order.
Planning staff recommends approval of this request.
The house is not in the SPARE Beaumont Survey.

on the extensive repairs needed in this structure, staff is recommending a raze order for
this structure.

STAFF REPORT
Boyd Meier, Building Official, requests a certificate of demolition for the house and garage
apartment located at 2355 Pecos Street. According to the inspection report, this structure was
originally tagged on November 18, 2019. The report states the plumbing and electrical will need
to be replaced and brought into compliance with Building Codes. The exterior doors and
windows must be replaced because the frames are broken and rotted. The outside of the home
appears to be functional; however the inside of the home requires extensive repairs.
Additionally, there is evidence that transients are residing inside.
The garage apartment in the rear of the property is leaning and rotted on the inside. This
substandard structure may cause harm to residents due to its potential for collapsing. Based on
the extensive repairs needed for these structures the Building Codes Staff is recommending a
raze order.
Planning staff recommends approval of this request.
The house is not in the 1990 SPARE Beaumont Survey.

STAFF REPORT
Albert LeBlanc, property owner, is asking permission to amend his original Certificate of
Appropriateness in order to install different windows on a new construction. Mr. LeBlanc
had already applied for a Certificate of Appropriateness in 2019 to construct a new home
located at 2250 Angelina Street and was approved. He would like to amend the approved
windows from 6/1 pane to a 6/6 pane or a 1/1 pane.
Mr. LeBlanc states that the 6/1 pane windows are special orders and will take anywhere
between six (6) to nine (9) weeks to ship, which is why he is seeking permission to install a
different style of window. Located in your packet you will see construction plans where it
shows the elevation and location of the windows around the house. This property is
located on a corner lot so the South and East side of the home will be visible from the
street.
Staff recommends approval of the request for 6/6 pane windows but denial of the request
for 1/1 pane windows. Staff observed surrounding houses along Angelina Street and
concluded that 6/6 pane windows would be consistent with design of neighboring
properties.
This house is not in the 1990 SPARE Beaumont Survey.

Please be informed that at the regular meeting of February 11, 2019, the Historic Landmark
Commission voted to approve file CA-3013 with the following conditions:
1. Double hung windows must be 6/1.
2, 2x2 windows must be square.
3. The vent over the garage must be square.
4. Add shutters to all windows on front and west side of the house.
5. The garage door must be a craftsman style door.
6. Use Nardi board or a combination of Nardi board and brick exterior for the home.
7. The front elevation pillar must have additional architectural functions i.e. corbels and
brick base.
8. The front door must be craftsman style.
9. The elevation of the slab must be raised to match a pier and beam structure.
All details must be submitted with plans to receive permits. If you need any additional

a storage building.

STAFF REPORT
Ashley Knerr is seeking permission to remove a carport and install a storage building at the rear
of their property located at 233 N. 7"' Street. The property is a corner lot, therefore, the proposed
storage building will visible from Laurel Street.
The storage building will be made of metal and have a box frame with an A -frame roof pitch. It
will sit 9' in height, 3 V in length and 20' in width. Two garage doors will be on the front of the
building facing the street right-of-way. Additionally, the structure will be painted to match the
house.
Staff recommends approval of the request with the following conditions:
1. The structure is painted to match the existing home
2. The structure has an overhang of at least 12 inches and the roof pitch match the pitch of
the house
3. The structure meets all requirements set by Building Codes
4. The structure is in compliance with setbacks set forth in Sec. 28.03.024 District Area and
Height Regulations
The house is not in the 1990 SPARE Beaumont Survey.
