were held on June 18, 2007 with the following members present:

APPROVAL OF THE MINUTES
Commissioner Craig made a motion to approve the minutes of the Regular Meeting
and Joint Public Hearings held May 21, 2007. Commissioner Nejad seconded the
motion. Motion to approve carried 6:0.

REGULAR MEETING
1) Renlat - Wooten Oaks, Phase 2: Consider a replat of Lots 8-10, Block 6, Wescalder
Fig Acres into Wooten Oaks, Phase 2.
Applicant: Faust Engineering & Surveying, Inc.
Mr. Richardson presented the staff report. Wooten Oaks, Phase 2 is a 4.3 acre, 19
lot single family residential subdivision. An extension of Willowglen Drive and
Oak Dale, a 440' long cul-de-sac will be constructed to provide access to the
property. An extension of Willowglen will eventually tie in with the existing
Willowglen in Somerset Village to the south. A 15' wide drainage easement will
drain the property into a DD#6 facility to the east.
This item was sent to all interested parties. Transportation, Water Utilities and
Engineering recommended conditional approval.
Mr. Richardson recommended approval subject to the following conditions:
• Need proof of payment for five street lights and poles. (Transportation)
• Need approval of the drainage from DD#6. (Engineering)
• Water services need to be shown five feet to the right of the center of the
lot. (Water Utilities)
• Extend the 6" water main to the cul-de-sac and then run a 2" water line
around the cul-de-sac. (Water Utilities)
• The 8" x 6" reducer will not be necessary on OakDale. The City will make
a tap on the existing 8" water main with an 8" x 6" tapping saddle. (Water
Utilities)
• Relocate the sanitary sewer tap for Lot 41 more into the Oak Dale right-of-
way so that it is not placed on the Wooten Road right-of-way line. (Water
Utilities)
Seven notices were mailed to property owners within the existing subdivision and
within 200 feet of the subject property. No responses in favor or in opposition
were returned.
Commissioner Dykeman, acting as chairman, opened the public hearing and asked
for the applicant's comments. The applicant was not present.
Commissioner Dykeman asked for comments in favor or in opposition. No
comments were made. The public hearing was closed.
Commissioner Johnson made a motion to approve a replat of Lots 8-10, Block 6,
Wescalder Fig Acres into Wooten Oaks, Phase 2 subject to the following
conditions:

2) Replat - Emerson Enclave: Consider a replat of Blocks 1, 2, 9 and 10, John
Sharbuaer Addition into Emerson Enclave.
Applicant: Chesterfield Engineering
Mr. Richardson presented the staff report. Emerson Enclave is a 15.16 acre, 45 lot,
single family residential subdivision. The property will be served by a looped street
with one 45' wide ingress/egress point at Washington. The subject property is
bounded on the south and east by Fleetwood Addition and part of Block 3 of the
Sharbuaer Addition. To the west is the 140' wide Hillebrandt Bayou.
The Subdivision Regulations state that a single outlet residential street shall serve
no more than 32 dwelling units. In this instance, the subject property is surrounded
on two sides by platted property. The property is basically landlocked.
The applicant had requested a variance to the maximum allowable lot number from.
32 to 45. In addition, the mean depth of Lot 13 is 95. The minimum lot depth
requirement is 100'. Mr. Richardson stated that he met with Mr. Fontenot, the
engineer, right before the meeting and has made an adjustment to create two lots
that meet the minimum depth requirement so that condition is no longer needed.
This item was sent to all interested parties. Several city departments and Entergy
placed conditions upon approval of the replat.
Mr. Richardson recommended approval subject to the following conditions:
• Need proof of payment for street lights and poles. (Transportation)
• Space fire hydrants as per Fire Department's requirements. (Fire)
• Identify a minimum of two survey rods. (Engineering)
• Need approval of drainage plans by DD#6. (Engineering)

Show dimensions of roadway at intersection with Washington. Must have
a minimum 15' radius. (Engineering)
• The water line will need to be looped to a different source. (Water
Utilities)
• The water and sanitary sewer lines must belocated T back of curb. (Water

• Water Utilities would prefer that the sanitary sewer manhole notbe located
in the entrance. (Water Utilities)

and with a variance to the maximum number of lots that can be served by a single
outlet residential street.

3) Preliminary Plat - Metropolitan Park, Phase III: Consider the Preliminary Plat of
Metropolitan Park, Phase III, a 0.301 acre tract out'of the H. Williams Survey, Ab.
No. 56,
Applicant: Leap Engineering
Mr. Richardson presented the -staff report. Metropolitan Park, Phase IH, is a 13,67
acre, 24 lot, single family residential subdivision.
Phase III is the third and final phase of the Metropolitan Park development and will
consist of detached, single family homes on large lots. Phase I includes commercial
and high density residential. Phase II includes garden homes. The lots and road in
Phase III are out of portions of a 300 acre tract formerly belonging to DD#6. At one
time, these tracts were to be part of a proposed golf course that was never built.
Lots in Phase III will vary in size from one quarter acre to over one acre. The
applicant is requesting a variance to the maximum number of lots allowed on a
residential single outlet street. Property to the north is owned by DD#6 and is used
for floodwater retention purposes. A 75' - 85' wide DD#6 drainage ditch runs along
the east, west and south sides of the property. Along the east side and all but
approximately 200' of the south right-of-way line of the ditch are platted phases of
Barrington Heights. The property is basically landlocked.
The applicant is also requesting a variance to the maximum cul-de-sac length.
Ms. Villareal with Leap Engineering submitted a letter addressing the conditions.
Mr. Richardson recommended approval subject to the following conditions:

ROLL CALL
JOINT PUBLIC HEARINGS
Mayor Ames called the Joint Public Hearings of June 18, 2007 to order and explained the
purpose of the joint hearing process and then turned the meeting over to Commissioner
Dykeman. He explained the policies and procedures for the hearing process.
1) File 1887-P: Request for a specific use permit to allow the fabricating of steel
components and modules for use by the offshore oil and gas industry in an LI (Light
Industrial) District.
Location: 1195 Gulf Street
Applicant: MAD, Ltd.
Mr. Richardson presented the staff report. Alan Gusten with MAD Ltd. has applied
for a specific use permit in existing buildings at 1195 Gulf. Mr. Gusten states that
the manufacturing process will be conducted primarily in the existing building with
an occasional need to assemble large components in the area adjacent to the
building prior to their shipment. Surface preparation and coating will not occur at
this location.
Mr. Gusten states that the subject property was originally a steel fabrication facility
for over 30 years. In 2003, the property was purchased and used as a steel storage
facility.
Mr. Richardson recommended approval subject to marking the disabled parking
spaces and providing access aisles.
Fifteen notices were mailed to property owners within 200-feet. One response in
favor and none in opposition were returned.
Slides of the subject property were shown.
Commissioner Dykeman opened the public hearing and asked for the applicant's
comments.

Alan Gusten with MAD, Ltd. addressed the Commission.
Commissioner Dykeman asked for comments in favor or in opposition. No
comments were made. The public hearing was closed.
Commissioner Kyles made a motion to approve a specific use permit to allow the

industry in an LI District at 1195 Gulf Street as requested in File 1887-P subject to
marking the disabled parking spaces and providing access aisles. Commissioner
Craig seconded the motion. Motion to approve carried 6:0.
2) File 1888-P: Request for a specific use permit to allow a funeral home in a GC -MD.
(General Commercial -Multiple Family Dwelling) District.
Location: 1292 Liberty
Applicant: Kerry Nonette
Mr. Richardson presented the staff report. The applicant, Kerry Nonette, is
requesting a specific use permit for a vacant commercial building that formerly
housed a doctor's office. Adjacent to the building are two vacant lots that will be
converted to parking lots. Directly across from these lots is another vacant lot that
will be converted to a parking area as well.
The operations of the. funeral home will consist of embalming and other
preparations of human remains. It will also serve as a location to meet with the
families of the deceased to f`malize arrangements and conduct a viewing of the
deceased. At times, the funeral home may be used to host a funeral service. Mr.
Nonette states that at no time will any cremations, burials or entombments take
place on the property.
Mr. Richardson recommended approval of the request.
Thirty-seven notices were sent to property owners within 200 feet. One response
in opposition and none in. favor were returned. -

Commissioner Dykeman opened the public hearing and asked for the applicant's
comments.
Kerry Nonette, the applicant, addressed the Commission.

Comrissioner Craig made a motion to approve a specific use permit to allow a
funeral home in a GC -MD (General Commercial -Multiple Family Dwelling)
District at 1292 Liberty as requested in File 1888-P. Commissioner Kyles seconded
the motion. Motion to approve carried 6:0.
OTHER BUSINESS
Text amendment request - electronic message signs
Mr. Richardson addressed the Commission. Kyle Clements with Site Enhancement
Services, the sign agent for Value Place Hotels, submitted a letter requesting an
amendment to the sign ordinance which allow electronic message centers.
The allowing of electronic message boards on signs has been brought before the
Planning Commission before and the Commission did not approve such signs.
Mr. Richardson had informed Mr. Clements that his requestwould be for discussion
purposes only and the Commission would be asked if they wish to pursue it.
In addition, George Crawford of Lamar Advertising, has met with several city
officials to discuss the desire to put up electronic billboards.
Mr. Clements was present and addressed the Commission and answered questions.
Mr. Crawford also addressed the Commission. A discussion of digital billboards
followed.
Scott Sheldon, representing Lamar Advertising, addressed the Commission.
Discussion followed between the Commission and staff and it was decided that both
requests would be brought back to the Commission and Council.
