HISTORIC LANDMARK COMMISSION
December 10, 2007

A Regular Meeting of the Historic Landmark Commission was held on December 10, 2007
at 3:30 p.m. with the following members present:

APPROVAL OF THE MINUTES
Commissioner Richardson made a motion to approve the minutes of the November
5, 2007 Regular Meeting. Commissioner Hallmark seconded the motion. Motion
to approve carried 10:0.
REGULAR MEETING
1) CA-1413: Request for a Certificate of Appropriateness to allow the painting of a
house.
Location: 2110 Liberty
Applicant: Alicia Clarke
Historic Landmark Commission

Mr. Richardson presented the staff report. The applicant, Alicia Clarke, would like
to paint her house Sherwin Williams' "Classical White" with "Birdseye Maple"
trim and "Rockwood Dark Green" accents.
Mr. Richardson recommended approval of the request.
Slides of the subject property were shown.
Chairman Yoes asked for the applicant's comments.
Mr. Richardson stated that the applicant is a school teacher and had called to say
she would not be able to attend the meeting.
Commissioner Blazek made a motion to approve a Certificate of Appropriateness
to allow the painting of a house at 2110 Liberty as requested in CA-1413.
Commissioner Mehaffy seconded the motion. Motion to approve carried 10:0.
2) 51-HC: Request for an HC-L (Historic -Cultural Landmark Preservation
Designation),
Location: 2368 McFaddin
Applicant: Eric Newby .
Mr. Richardson presented the staff report. Eric Newby is requesting this historic
designation for his house that he and his family have lived in since 2003. Mr.
Newby states that the house was designed and built by locally renowned architect,
Henry Conrad Mauer in 1907. It is a good example of what was then called an
"American Four -Square" based on the fact that there are four rooms on each floor
with no hallways to minimize wasted space.
The original owner was Rupert Barry of Barry Brothers Mercantile in Beaumont.
In 1929, the house was sold to Beaumont oil pioneer F.E. Carroll.
The house was built of cement blocks to minimize problems with rot, mildew and
termites. Electrical lighting was originally installed during construction. However,
gas lighting was also installed due to the frequent loss of power. Another unique
feature of the house is the room -call system that rang the butler's pantry from any
of the four bedrooms as well as from a button under the dining room table.
Mr. Richardson recommended approval of the request.

Commissioner Blazek made a motion to approve an HC-L (Historic -Cultural
Landmark Preservation Designation) for the house at 2368 McFaddin as requested
in 51-HC. Commissioner Jordan seconded the motion. The motion to approve
carried 10:0.
3) 52-HC: Request for an HC-L (Historic -Cultural Landmark Preservation
Designation).
Location: 1315 Calder
Applicant: Gregory Riley
Mr. Richardson presented the staff report. Gregory Riley is requesting this historic
designation for the property that he recently purchased. He states that he is going
to restore the property to exacting historical standards with an eye toward "adaptive
re -use".
The 3,887 sq. ft. house was completed in 1895 by capitalist Iradell Polk. Mr. Polk
was an early Beaumont booster with interests in fledgling businesses that would
become some of the areas most important. These businesses included real estate,
timber, oil and public utilities. Mr. Polk was a confidant of Patillo Higgins and a
neighbor and friend of W.P.H. McFaddin.
The house is an eclectic mix of Victorian and Beaux-Arts colonial. The house is
one of the oldest retraining structures on Calder. Mr. Riley states that the house
was remodeled in 1928 and was owned by the Polk family until approximately
1970. Most of the original architectural details are intact. The house includes a
formal parlor, library, five bedrooms and four bathrooms. The house will be
restored to the 1928 iteration.
Mr. Richardson recommended approval of the request.

Mr. Riley addressed the Commission.
Commissioner Broussard made a motion to approve an HC-L (Historic -Cultural
Landmark Preservation Designation) at 1315 Calder as requested in 52-RC.
Commissioner Richardson seconded the motion. Motion to approve carried 10:0.
4) Historic Preservation Loan Report
Mr. Richardson stated that the current balance is $7,916.94.

5) Director's Report
Mr. Richardson welcomed Dohn LaBiche as the newest member of the Historic
Landmark Commission.
OTHER BUSINESS
Commissioner Richardson announced that Gladys City would hold their reopening
celebration on January 12, 2008,
Commissioner Blazek announced that the Oaks Historic District Neighborhood
Association Christmas party would be held at 7 p.m. that night at the home of
Gretchen Hargroder.
