Approval of the minutes of the Regular Meeting held September 14, 2020,

1) PZ2020-156: Request for a Certificate of Appropriateness to replace siding with 6"
siding, reduce the number of windows on the front and side from eight (8) to four (4) and
change the style of the windows.

A Regular Meeting of the Historic Landmark Commission was held on September 14, 2020 and
called to order at 3:40 pan. with the following members present:

Commissioner Makin moved to approve the minutes of the Regular Meeting held on
July 13, 2020. Vice -Chairman LaBiche seconded the motion. The motion to approve carried
7:0.
REGULAR MEETING
1) CA-3225: Request for a Certificate of Appropriateness to replace a tile roof.
Applicant: Billie Dale Caywood
Location: 2290 Liberty Avenue
Mrs. Josey presented the staff report. Billie Dale Caywood would like to replace the the roof of
her home located at 2290 Liberty Avenue. Plans are to replace the tiles with silver grey high
definition architectural shingles. Ms. Caywood has stated she will retain all of the ridge and
decorative cornice pieces to place on top of the shingles.

The house is in the 1989 SPARE Beaumont Survey. SPARE states that the house was built
c.1925. The house is representative of a local combination of two popular styles and is typical of
upper middle class homes built in Beaumont during the 1920s.
Staff recommended approval of this request with the condition that all ridge and decorative
cornice pieces are saved and placed on top of the shingles.
Slides of the subject property were shown.
The applicant was present but did not address the Commission.
Vice -Chairman LaBiche moved to approve the request for a Certificate of Appropriateness to
replace a tile roof, for the property at 2290 Liberty Avenue, as requested in file CA-3225.
Commissioner Makin seconded the motion. The motion to approve carried 7:0.
2) CA-3231: Request for a Certificate of Appropriateness for a metal roof.
Applicant: Jose A. Moreno
Location. 2443 Laurel Street
Mrs. Josey presented the staff report. Jose Moreno would like to replace the roof of his home
located at 2443 Laurel Street with a standing seam metal roof. The house is representative of
Ranch style houses. Metal roofs were not historically common for Ranch style homes and there
are no examples of metal roofs on Ranch style homes in our reference book. A few did appear in
a search of metal roofs, but there were very few.
The house is not listed in the SPARE survey.
Due to metal roofs not being historically common on Ranch style homes, the Planning staff
recommended denial of this request.
Slides of the subject property were shown.
A brief discussion followed regarding the color of the proposed roof.
The applicant was present. Jose Moreno, 2443 Laurel Street, addressed the Commission. He
stated that he grew up with a metal roof and prefers them because they are energy efficient and
long lasting. He also stated that it is his personal opinion that a metal roof would look good on
the home.
Chairman Blazek stated that she could appreciate the desire of the applicant to improve his home
using a metal roof. However, she explained the role of the Commission in maintaining
appropriate architectural style in the District. She added that there is not an example of a metal
roof in the District and that it was not a standard at the time the home was built. She also added
that composite roofs can be efficient as well as keeping with aesthetic of the District so she is
inclined to support denial of the request.

Commissioner Broussard asked Vice -Chairman LaBiche to share his opinion, as an architect.
Vice -Chairman LaBiche stated that metal roofs are not seen in the District and were not used in
the historic timeframe. He added that metal roofs can be a heat sink, especially with the dark
color proposed. He stated that a shingle with a light color could be more reflective and that lie
agrees with Chairman Blazek's statements.
Commissioner Goodness asked if the Commission would object to a metal roof that look like
asphalt shingles. Vice -Chairman LaBiche responded that there are a variety of different
materials that resemble shingles that would be more appropriate than metal.
Chairman Blazek stated that cement has been the preference of the Commission over asphalt but
that some concessions had to be made to the use of asphalt due to issues of cost and availability
during storm damage repair. She added that she would consider a metal roof that looked like
shingles.
The applicant asked about the borders of the Historic District and mentioned an existing home
with a metal roof. Mrs. Josey clarified that the house the applicant mentioned is not in the
Historic District.
Discussion followed concerning future requests for metal roofs and which requests would need
to come before the Commission.
Further discussion followed about different roofing materials available, their features and price
differences.
The applicant asked if a request he had concerning the brick wall at his home would need to
come before the Commission in another meeting. Chairman Blazek stated that it would have to
come before the Commission in another meeting, unless approved by Planning staff at the
counter.
Vice -Chairman LaBiche moved to deny the request for a Certificate of Appropriateness for a
metal roof, for the property at 2443 Laurel Street, as requested in file CA-3231. Chairman
Blazek seconded the motion. The motion to deny carried 7:0.
3) Historic District Code Enforcement Report
Mrs. Josey informed the Commission that Officer Luckey is out on extended leave so there is not
a Historic District Code Enforcement Report this month.

SUBJECT: A request for a Certificate of Appropriateness to replace siding with 6" siding,
reduce the number of windows on the front and side from eight (8) to four (4) and
change the style of the windows.

STAFF REPORT
Nguyen Thanh Van requests permission to replace the siding, remove windows and replace with
fewer windows of a different style at 2275 Angelina Street. Mr. Van began work without the
benefit of a CA (Certificate of Appropriateness) or permit. A stop work order was issued.
The house was originally more Craftsman in nature, but certainly a hybrid. Mr. Van's
unfortunate changes have taken the house to a more Colonial Revival appearance. Examples of
similar Colonial Revival houses (McAlester et al., pgs. 338-339) demonstrate that either a double
window or a larger single picture window were more common. The siding is not uncommon and
a six over six window is definitely more common in the Colonial Revival than the Craftsman
style home.
Staff recommends approval of the siding and the six over six windows and denial of the smaller
single windows. The front windows especially should either be doubled, or replaced with a much
larger picture window.
The house is listed in the 1990 SPARE Survey. The house is listed as fine example of middle
class housing built in Beaumont in the 1920's and 1930's.
