The February 10, 1992 Meeting of the Historical Landmark Commission was called to order
by Vice -Chairman Mary Jane Buttrill.
The following Commissioners were present:

APPROVAL OF THE MINUTES
Commissioner Lefler made a motion to approve the minutes of the January 13, 1992 meeting.
Approval of the minutes seconded by Commissioner Chaison. Motion carried 9:0.
REGULAR MEETING
A) Chairman's Report:
Chairman Chisum and Commissioner Buttrill met with Mayor Lord on the subject
of Columbus Day Activities. Commissioner Buttrill gave them a list of Ethnic
Groups or Multi -Cultural Groups in the area that might be contacted for different
events for the Columbus Day Activities.

Chairman Chisum informed the Commission that the Mayor has formed a
commission to celebrate Christopher Columbus Day. Charles Turco is the Chairman
of the commission. The Mayor wants a commission which is more of an awareness
commission rather than an events commission. This group would be similar to the
Landmark Commission with representatives from different parts of the community,
which would then go back out in the community to plan events.
B) Committee Reports:
Marker Committee: No report.
Marketing Committee: No report.
Conference Committee:
Commissioner Sutton commented on the Beaumont History Conference, which
several of the Commissioners attended. The Conference was quite a success, despite
the bad weather. There were at least 100 people that showed up and they all seemed
to have a good time. The Conference was held at the John Gray Institute, at Lamar
University. Commissioner Sutton then read a communication from Gary Smith,
which said, In general, the BHC was very well received, there were no overall
negative comments. There was an overwhelming opinion that future BHC's should
be held and several people mentioned that they would have liked to see more slides,
visual aids and so on. There will be a meeting tomorrow afternoon, February 11, at
2:00 p.m. at the Tyrrell Historical Library, to have a wrap up of the Conference and
determine if there will be another. Chairman Chisum asked Commissioner Sutton
to continue to represent the Landmark Commission at the Beaumont History
Conference. The papers that were presented at the conference are on file at the
Tyrrell Historical Library and are easily accessible for copies.
Commissioner Buttrill took this opportunity to introduce our new Commissioner, Dr.
Charles Walker. Chairman Chisum also introduced Carolyn Howard, who is the new
Main Street Director,
Commissioner Buttrill received a memorandum from Dwayne Jones in Austin.
Dwayne is our Certified Local Government link to the Texas Historical Commission.
At the last conference, a state wide committee was formed called the Local
Government Preservation Commissions Committee. There are seven that serve on
the Committee throughout the slate, who will suggest to Dwayne those subjects and
interests that could be presented at the Annual Conference. Dwayne has given us

some ideas and would like some input from all of us in each Certified Local
Government. This is a loosely structured idea with some themes for the sessions.
It will be held October 21-23, tentatively in Brownsville, Texas. Some of the co-
sponsors of the Conference are the Texas Parks and Wildlife, and A & M University
-Parks and Recreation Department, Tourism Division. Some of the topics that
Dwayne had suggested for this Conference were some of the topics that we had at
our Heritage Tourism Conference. The first topic is Comprehensive Planning, which
includes Urban and Cultural Parks, and could include Tyrrell Park; Heritage
Corridors, which was tried at our last conference through the Atascosita Heritage
Trail; and Municiple Planning with Historic Properties, the Tyrrell Historical Library
might be an example that could be used at that Conference for public and private
funding for such a project. Under a second topic of Acquisition Interpretation and
Maintenance, mostly the bricks and mortar business, will involve architects. The last
topic is Tourism and Marketing. This is something that we reaily need in Beaumont.
If we attend this conference, we will learn even more about these topics.
Commissioner Pullig had some suggestions that included: KCS Depot, Multiple
Listings, SPARE Beaumont Survey, and Tyrrell Park. If anyone has any suggestions,
please contact Commissioner Buttrill and she can send these ideas back to Dwayne.
Kirt Anderson received some information about the State County Historical
Conference. He will send something out to the Commissioners informing them of
this conference. It is the Annual Texas County Historical Commissioners
Conference, which is still considered to be the main Historical Conference in the
state, in terms of the Texas Historical Commission. A small group met for a
discussion on a one -day conference on affordable housing. Commissioner Pullig
informed the Commission that Commissioner Deshotel, Kirt Anderson, and Danny
Daniels, Housing Administrator, met with him for the meeting. Commissioner
Chaison was not able to be at the meeting, but is in agreement with the concept.
The Commission would like to bring a recommendation to the Commission as a
whole that we support the notion of a one -day housing conference with a historical
focus. The four reasons for recommending a one -day conference includes: (1) the
conference could create a focus for the roles of the various housing groups within the
City; (2) the conference could introduce the local community to the various programs
that are available from the Federal Government for housing rehabilitation and
neighborhood revitalization; (3) the conference would increase the knowledge about
affordable housing within the context of historic preservation, much as last October's
conference; and (4) it is believed that the conference will lead to a commitment by
the City to a joint City wide effort for housing rehabilitation and preservation within
the core City. We are seeing a lot of revitalization being done in the businesses
downtown, and would like to get that same commitment into the older residential
areas of the City, which would help a lot of the problems in these neighborhoods.
Obvious focus groups to be invited to the conference are all of the governmental and
quasi governmental groups that are involved in housing already - the Beaumont
Housing Authority, the City, the County, the non-profit organizations that are
involved in housing, and the social, church and governmental leadership in town, etc.

Our role in the conference would be the historical preservation of our City. Mayor
Lord requested that we should add some of the neighborhood associations to the list.
The Charlton -Pollard, South Park, and Averill Reed associations would be interested.
Really, anyone that is interested in Affordable Housing would be welcome at the
conference.
Education Committee.
Chairman Chisum passed out a Preservation Texas Alliance newsletter alert in
reference to Rehab Tax Credits. The U.S. House Ways and Means Committee mark-
up on this bill is scheduled for Wednesday, February 12, 1992. Everyone needs to
call.
Bylaws Committee: No report.

C) Demolition Review
Lawrence Baker, Field Supervisor, Building Codes Department, presented forty-three
(43) structures that have been tagged by the City as being substandard and in need
of repair or removal that potentially have historical significance. All forty-three (43)
are pre nineteen fifty (1950) and eleven (11) are listed in the SPARE Beaumont
Survey. Two have a point value of 70; 701 Forsythe and 1106 Long. The house at
1324 Harrison is listed within a proposed historic district in the '89 SPARE survey.
Staff has recommended in the past that 70 points or greater or being within a
proposed historic district in the 1989, 90 or 91 SPARE Surveys represents local
historical value. The structures are listed below by address:

At this point, none of these structures are designated as a local, state or national
historic district, but three have the potential due to their 70 pt. value or location
within a proposed historic district. These structures will be forwarded to the Texas
Historical Commission for a determination on demolition using federal money. The
Beaumont Historical Landmark Commission is requested to forward its
recommendation on the historical value of each structure to aid the state in its
determination.

Commissioner Lefler made a motion to accept staff recommendation on 43 of these
properties to be demolished and sent to the State of Texas for their approval.
Commissioner Chaison seconded the motion. Commissioner Pullig then asked that
we recommend that the structure at 1106 Long Street not be approved for
demolition, other than that he concurs with the recommendation. Commissioner
Lefler accepted an amendment to his motion of the Long Street property to accept
staff recommendation on all of the structures excluding the structure at 1106 Long
Street with the approval of Commissioner Chaison. Motion carried 9:1.
There being no further business the meeting was adjourned.
