The May 11, 1992 Meeting of the Historical Landmark Commission was called to order by
Chairman Bessie Chisum.

APPROVAL OF THE MENUTFS
Commissioner Pullig made the motion to approve the minutes of the April 13, 1992 meeting.
Approval of the minutes seconded by Commissioner Chaison. Motion carried 9:0.

A) Chairman's Report:
Chairman Chisum took this opportunity to thank all of the Commissioners for being
supportive at the KCS groundbreaking and the rest of the activities during
Preservation Week. The article in the newspaper on Johnny Walker was outstanding.
B) Committee Reports•
Marker Committee:
There will be a marker installation scheduled for Wednesday, May 13, at 6:00 p.m.
at Rose Owens house located at 1835 Pennsylvania. All Commissioners that are able
to attend please do so.
Marketing Committee:
Several letters were sent out for the historical banners and the KCS groundbreaking,
which proved very successful. There are 39 banners marketed to date. There is a
total of 60 structures that are designated historical, which means 65%have purchased
the historical banners. .
Conference Committee:
Commissioner Pullig said that they are in the process of scheduling a subcommittee
meeting with Chairman Chisum. Work is being done on the list of people to send
invitations to for the one -day affordable housing conference. Initial mailing will be
done in late June or early July. An agreed date has been set for September 19, 1992
for the conference, which could possibly change. There will be a firm schedule and
mailing list by next month.
Education Committee: No Report.
Bylaws Committee: No Report.
Catalog Committee:
Commissioner Sutton is representing the Historical Landmark Commission at the
Beaumont History Conference which will be held in January of 1993. They will be
meeting tomorrow to make more plans.

C) Emeritus status for Johan Walker
Johnny Walker has served as a Landmark Commissioner for a number of years. Last
year when his term expired he wrote a letter to the mayor with a copy to Kirt
Anderson and Chairman Chisum and asked that he be relieved and not reappointed
to the Commission. Chairman Chisum felt that Mr. Walker had been a special
person to the Commission and asked Kirt whether the ordinance says that the
Commission can have an emeritus Commissioner. The mayor said to just send a
motion to City Council. Chairman Chisum recommended that they send a
recommendation to Council that the position of Commissioner emeritus be
established and that Mr. Walker be designated as out first Commissioner emeritus.
City Council approved Johnny Walker as a Commissioner emeritus, which puts him
back on our mailing list.
Commissioner Lefler made the motion to establish emeritus status for Johnny
Walker by City Council proclamation. Commissioner Sutton seconded the motion.
Motion carried 10:0.
Johnny Walker said that he is overwhelmed at being named Commissioner emeritus
for the Landmark Commission and is deeply appreciated.
D) Barkentine - Progirm Re rt
Terry Heath, Beaumont Heritage Society, said the model of the Barkentine is
temporarily on display in the City Hall foyer. The Heritage Society was very thrilled
with the crowd that showed up for the meeting and the unveiling. She thanked the
Landmark Commission, the City, the mayor, the port, the port Commissioners, and
the Heritage Society for all of their support. They would like to go further with this
as a catalyst and establish a scholarship for a young person in our area for Marine
Education. Terry gave a special thanks to John Roby, at the port, and Kirt
Anderson, who made all of this possible. The architects plans are completed and
accepted on the port museum.
Chairman Chisum commended Terry and her task force for their achievements in the
Barkentine project.
E) Preservation Week Activities
Becki Stedman, Beaumont Heritage Society, invited all of the Commissioners to a
reception to acknowledge the support from the City of Beaumont and Temple Inland
to restore the outbuildings on the museum grounds of the French Trading Post.
There will be a subcommittee meeting on Wednesday, May 20, at 12:00 p.m. on the
2nd floor conference room at City Hall.

F) Demolitions Review
Lawrence Baker, Field Supervisor, Environmental Health, presented twenty
structures (20) that have been tagged by the City as being substandard and in need
of repair or removal that potentially have historical significance. At this point in
time none of the structures are designated as a local, state or national historic
property. Alt twenty are pre -nineteen fifty (1950) and six (6) are listed in the
SPARE Beaumont Survey. Two have a point value of 50; 1126 & 1146 Forrest and
1064 Long has a point value of 70. All three of these are within the proposed
Working Class historic district. Three are listed within the proposed Old Town
historic district; 2015 & 2035 Liberty and 2037 Laurel. Staff has recommended in
the past that 70 points or greater or being within a proposed historic district in the
1989, 90 or 91 SPARE Surveys represents local historical value. The structures are
listed below by address;

These structures will be forwarded to the Texas Historical Commission for a
determination on demolition using federal money. The Beaumont Historical Landmark
Commission is requested to forward its recommendation on the historical value of each
structure to aid the state in its determination.
Commissioner Lefler made the motion to demolish structures. Withdrew motion
because of lack of a second.

Commissioner Hamilton suggests an amendment to Commissioner Lefler's motion
to save 1126 Forrest, 1146 Forrest, 2341 Magnolia, 2575 Jirou, 1955 Tulane, 2015 Liberty,
2035 Liberty, and 2037 Laurel. Commissioner Hamilton made the motion to approve the
demolition of this list of structures with the exception of those stated earlier, omitting the
2015 Liberty, 2035 Liberty, and 2037 Laurel. Motion seconded by Commissioner Pullig.
Motion carried 10:0.
There being no further business the meeting was adjoumed.
