The August 24, 1992 Meeting of the Historical Landmark Commission was called to order
by Chairman Bessie Chisum.
The following Commissioners were present:

The following Commissioners were absent:

Commissioner Lory Warton, excused
Commissioner Samuel Pullig, excused
Staff present: Kirt Anderson, Planning Director, Nicholas Karavolos, Planner and
Patsy Ellis, Recording Secretary.
Also present: Councilman Andrew Cokinos, Lori Graham and Laurie Marder,
summer interns.

Chairman Chisum announced that the minutes of the July 13, 1992 meeting were not
available due to mechanical failure. Chairman Chisum suggested that the minutes would be
available at next month's meeting which was not far off anyway, Commissioner Lefler made
the motion to table the approval of the minutes of the July 13, 1992 meeting. The motion
was seconded by Commissioner Walker. Motion carried 8:0.

Marker Committee:
Kirt Anderson introduced the request by Mrs. Rodolfo Sotolongo for an
historical marker to be placed on the Cooke Wilson House located at 1111
N. 9th Street.
Kirt Anderson stated that the commission must find the property complies
with Sec. 30-39F of the Code of Ordinances, which pertains to the proper
maintenance and upkeep of an historical property. The property must be
designated as a local historical property which the Cooke Wilson house is
designated. The staff finds these conditions to be met. The guidelines also
call for the marker to be placed in a visual location near the front door and
call for the market to be installed with public awareness such as a dedication
ceremony. Finally, the cost of the market is set at $125 to be paid by
property owner.
Commissioner Bell made the motion to place a marker on the Cooke
Wilson House. Commissioner Lefler seconded the motion. The motion
carried 8:0.

At this point in the meeting, Chairman Chisum suggested that the Building Committee
Report be put before the Catalog Report.

Lawrence Baker, Environmental Health, offered a VCR film of local houses
slated for demolition. These houses are located at:

A motion was made by Commissioner Lefler to demolish all houses shown
as there is no historical significance to any of them. Commissioner Chaison
seconded the motion. Motion carried 5:2.
At this point in the meeting, Commissioner Bell excused himself from
participating in the discussion on the Tax Abatement on the Cooke Wilson
House.
Staff then presented a request to grant an historic tax abatement on the
Cooke Wilson House. The only piece of information missing in the
application relates to the tax value of the property, therefore, it is unknown
how much a tax abatement would be potentially worth.
A motion by Commissioner Lefler to defer the Tax Abatement discussion
until the September meeting was seconded by Commissioner Sutton.
Motion carried 7:0.
