by Chairman Bessie Chisum.
The following Commissioners were present:

Staff present: Kirt Anderson, Planning Director; Jill Manning, Recording
Secretary; Nicholas Karavolos, Planner.
APPROVAL OF THE MINUTES
Commissioner Lefler made the motion to approve the minutes of the December 14, 1992
meeting. Approval of the minutes was seconded by Commissioner Pullig, Motion carried 8:0.

B) Committee Reports:
Marker Committee:
Commissioner Bell explained that a marker presentation for the Santa Fe and KCS
Depots will take place on February 8th at 2:45 P.M. for the KCS Depot and moving
on to the Santa Fe at 3:15 P.M. before the regular meeting of the Landmark
Commission at 4:00 P.M.
Commissioner Bell made a motion to place a historical marker on the Santa Fe and
KCS Depots. Commissioner Pullig seconded the motion. Motion passed 9.0.
Marketing Committee: No report.
Conference Committee:
Commissioner Pullig explained that the reason for the cancellation of the January
9th housing conference was lack of participation.
Commissioner Bell reported on the Beaumont History Conference. He urged
everyone at the meeting to attend the conference on Saturday, January 17, 1992,
Nick Karavolos reported on the Gulf Coast Chapter of the American Planning
Association conference scheduled for February 23, 1993 at 6:30 P.M. The topic of
the conference is "Growth Management". The guest speaker is the Planning Director
for the city of Houston, Donna Kristaponis. Registration forms were handed out to
everyone.
Commissioner Pullig reported that the fall CLG conference is being rescheduled to
coincide with the spring THC conference. No dates have been set at this time.
More information will be available at February's HLC meeting. It was discussed that
this conference is the one where awards are presented around the state for
restoration and the KCS Depot and the 'Tyrrell Library would be submitted for an
award.
Commissioner Lefler made a motion to submit an application for the KCS Depot
and Tyrrell Library. Commissioner Bell seconded the motion. Motion carried 9:0.

Building Committee:
Commissioner Pullig mentioned a stone building at the corner of Neches and
Forsythe Street that is standing open with no windows. It was reported that it was
a club at one time. Mr. Karavolos was asked to investigate this building.
Kirt Anderson reported on Section 106 and the special session on January 25, 1992.
He stated that in the future, staff would review the various properties and bring to
the commission just those properties staff feels would have historical merit. At that
time, the commission would look at those for a final confirmation before going to
the state. Therefore, the special session was cancelled for January 25th.
Nicholas Karavolos stated that he would review the historical significance based on
i the presence or lack thereof in the Spare Survey and the pre-1950 status. He stated
that because he is not a native of the area, he can't know who lived at a particular
structure or what local significance there is, but if the site is architecturally unique
or if he feels it is required for review by the commission, he will bring those
structures to the attention of the commission.
Commissioner Hamilton questioned Mr. Karavolos' credentials to review these
structures. Mr. Karavolos replied that he has a Bachelor's Degree in Urban Planning
with emphasis on Historic Preservation; has a Master's Degree in Urban Planning;
has participated in comprehensive plans which included historic preservation; and,
is an author of a historic documentation for Champaign County, Illinois. It was
suggested that Mr. Karavolos make the list with photos available to the commission
for review before the monthly meeting.
C) Beaumont Historic Parks Sury
Nicholas Karavolos presented the Beaumont Historic Parks Survey. It addresses the
potential historic significance of Beaumont's municipal park and recreational
facilities. The parks surveyed were Fair Park, Keith Park, Tyrrell Park, Alice -Keith
Park, Pipkin Park, Wiess Park, Central Park, Liberia Park and Magnolia Park. For
more information on this survey, please refer to the January llth packet.
