order by Chairman Milton Bell.

REGULAR MEETING
A) Chairman's Re rt•
Chairman Bell asked Mr. Karavolos about the status of Kirt Anderson's replacement
as Planning Director. Mr. Karavolos replied that a replacement has not yet been
hired. .
Chairman Bell asked for suggestions for Bessie Chisum's replacement as Historical
Landmark Commissioner.
B). Committee Reports:
Marker Committee: No Report.
Marketing Committee:
Commissioner Buttrill reported that she submitted the letter nominating Kirt
Anderson for the Latimer Award for his work in historic preservation. She
mentioned in the letter the four years that he served as secretary to the Historical

Landmark Commision and detailed his involvement in the programs that the
Commission participated, such as Clean Community Commission, Beautify
Beaumont, and Old Town Neighborhood Association.
Commissioner Buttrill reviewed some activities to take place during National
Preservation Week, May 10-14.
An essay contest will be held for middle school and junior high school students
called "Old Buildings That Make My Community Great". The award is to be
presented Tuesday, May 11 at 4:30 p.m. at the John Jay French Museum. One
member from the Commission will act as a judge for the contest.
A clean-up week of special places in the community, called "Old Place, New Shine"
will be sponsored by Murphy's Oil Soap, who will provide all the cleaning supplies,
but Commissioner Buttrill had not contacted a group to participate in the project.
Commissioner Chaison suggested contacting Maree Calcote of the Clean Community
Commission. The Key Club at Central High was also suggested.
Commissioner Buttrill suggested National Preservation Week as an ideal time to
place an historical marker out at Tyrrell Park and possibly involve George
Schaumburg, Sr.
Chairman Bell suggested the main building as an appropriate place for the marker.
Commissioner Lefler and Chairman Bell asked Mr. Karavolos to designate structures
within the park to Historical -Cultural (HC) status.
Conference Committee:
Commissioner Sutton reported that the Beaumont History Conference held this past
January was quite successful and is to be held again next year.
Education Committee: No Report.
Bylaws Committee: No Report.
Catalog Committee: No Report.
Building Committee: No Report.
C) Historic Parks Study
Mr. Karavolos plans to use part of the study for the Tyrrell Park HC designation.
There being no further short-term use for the study, it was tabled until future need.

D) Save Outdoor Sculpture
Mr. Karavolos reported that he submitted a list of to eight outdoor sculptures to the
state some time ago. The state suggested training a group of volunteers to go out
and check the area for sculptures and prepare a detailed identification of each of
them. Mr. Karavolos said he doesn't have the time or the resources to pursue that,
but if the commission wanted to pursue it, he has the information. He mentioned
that there is no grant money available. Commissioner Foy suggested that some
history students might be interested in the project.
E) 29-HC - Mr. Karavolos tabled this case until the meeting on April 12, 1993.
F) 30-HC - Mr. Karavolos also tabled this case because the applicant has withdrawn the
application until next month.
G) Demolitions
Chairman Bell asked Mr. Karavolos to brief the commission on the new demolition
procedure. .
Mr. Karavolos explained that he receives properties tagged for demolition from
Lawrence Baker, Demolitions Supervisor. If the buildings were built before 1950 or
are part of the SPARE study, they are reviewed for historical significance by Mr.
Karavolos. If it is determined that the structures are historically significant enough
to go before the Landmark Commission, they are submitted to the Commission and
then passed on to the state. Otherwise, Mr. Karavolos makes the determintion of
significance and submits them directly to the state.
The demolition procedure was discussed further.
1) Other Business
The Texas Historical Commission has tentatively approved $5,100 for the Planning
Division to employ two more interns. Mr. Karavolos recommended that the division
hire an intern with urban planning experience and another intern with historic
preservation experience to continue the SPARE study. The Mo-Beau students will
also be assigned to the SPARE survey.

Chairman Bell discussed the vacancy on the Commission and asked for names of
people who may be interested so that the Commission can submit them to the
Mayor. Commissioner Foy suggested Becky Stedman.
Mr. Karavolos distributed the Secretary of Interior's Guidelines for Historic
Preservation and Rehabilita(ion. He said he would like to include this with the
Historic Prescrvation Loan Program application packets in the future so the
applicants will have a better understanding whether or not their property's
renovations are permitted when restoring an HC designated property.
H) HCLrDI - McFaddin-AveriB Oaks Historic District
The proposed Historic District was introduced to the Commission. Boundaries were
discussed. Mr. Karavolos informed the Commission that the District would be
discussed in an upcoming workshop to be announced later.
