's 6�- *STAFF REPORT* STAFF RECOMMENDATION FILE 31-HC Staff recommends approval of the requested HC-L designation because the applicants have shown that the subject property complies with three out of the ten criteria required by ordinance. r PROJECT INFORMATION The owners of the two-story frame residence at 2380 GIadys, Roy and Sue Philp, plan to repair, restore and renovate a "Victorian Texas" style r structure, c. 1900. On March 14, 1994 the Historic Landmark Commission granted a a Certificate of Appropriateness regarding the proposed plans to repair and renovate the structure, as required for buildings located in the Oaks Historic District. The applicant also received approval of an Historic Preservation Loan in the amount of $2,700.00. The Historic Landmark Commission, at a public hearing on April 11, rA_v0V1 1994, voted 8:0 to recommend approval of the request. Exhibits are attached. INFORMATIONRUBLIC , continued DRAINAGE: WATER: SANITARY SEWER SERVICE: FIRE PROTECTION: ADEOUACY OF SERVICE: ANALYSIS Page 3 There is a 30" storm sewer in Gladys. There is a 6" water line in Gladys. There is a 6" sanitary sewer located in the alley to the rear of the lots in the block. Fire protection is provided by Station #7, 1700 McFaddin. Services and utilities are adequate. According to local restoration designer and contractor, Bryan Hendrix, the house was constructed around 1900, and possibly earlier. The house was moved to Gladys from 1430 Magnolia Avenue in 1958. A City crisscross directory printed in 1920 showed a meat cutter named Benjamin F. Crocker living at that address. The first tenant at 2380 Gladys was Lela Jarvis, related to Seth Birdwell, according to sources. PILE 3l•HC ANALYSIS, continued Page 4 The Historic Landmark Commission, the Planning Commission and the City Council shall consider, but not be limited to, one or more of the following criteria in establishing an HC-L, Historic -Cultural Landmark Preservation Designation: a. Existing or proposed recognition as a National Historic Landmark, or Texas Historic Landmark, or entry or proposed entry into the National Register of Historic Places; b. Existence of distinguishing characteristics of an architectural type or specimen, or of the social, economic, or political heritage of the City; C. Identification as the work of a designer, architect, or builder whose work has influenced the growth or development of the City; d. Embodiment of elements of architectural design, detail, materials, or craftsmanship which represent a significant architectural innovation or an outstanding example of a particular historical, architectural or other cultural style or period; e. Relationship to other buildings, structures, or places which are eligible for preservation as historic places; f. Exemplification of the cultural, economic, social, ethnic, or historical heritage of the City, County, State or Nation; g. Location as the site of a significant historical event; h. Listing in the S.P.A.R.E. Beaumont Survey; i. Identification with a person or persons who significantly contributed to the culture or development of the City, County, State or Nation; and j. A building, structure, or place that because of its location has become of historic or cultural value to a neighborhood or community. FILE 31-RC ANALYSIS, continued Psge 5 Staff is of the opinion that the house at 2380 Gladys Avenue can meet and comply with three of the ten listed criteria. Criteria b. - It is a surviving example of a Texas Victorian residence, constructed around 1900. It is in fair condition, needing general repairs. The owner has dedicated himself to accomplishing this task so that the vacant house will once again become a liveable residence. Criteria e. - This house is located across the street from 2395 Gladys„ SPARE 1991 No. 1597, a colonial revival home constructed around 1945. This is also very near to the Cooke Wilson Mansion, the former Beaumont Art Museum. Criteria h. - This home was listed in the 1991 SPARE as site No. 1596. LEGAL DESCRIPTION FOR ORDINANCE PURPOSES Lot 18 and the east one half of lot 17, Block 13, Averill Addition to the City of Beaumont, Jefferson County, Texas, containing 0.24 acres of land, more or less. My wife and I have bought the home at. 2380 Gladys Street in Beaumont. The exterior of the home needs a new roof. a major paint job, and the flooring_ of the front and back porches needs to be replaced. The interior of the home seems to be in fairly good condition but still needs a lot of work to make the home a home. We plat, to add central air and heat and to insulate the floor. the walls. and the attic. We also plan some minor remodeling to the existing downstairs bathroom and to add a closet because there are no closets in the house. The kitchen is in need of some modernization and my wife hopes to add a fireplace. We are calling the restoration of the upstairs room phase 2 and plan to tackle it at a latter time. The house represents the Victorian Era of architecture and was built around 1900. Bryan Hendrix who specializes in the restoration of homes thinks it might have been built as early as 1890. Originally the home was located on Magnolia Avenue and was moved to the present location by Mr. Birdwell to Drevent demolition. The Sanborn Fire Atlas does not rho back this: early in time. All the wood in the upstairs room is still exposed and quality of the wood and the craftsmanship of the carpenters can be seen. The long leaf _yellow pine probably came from trees that were around 100 vears old when cut. We would,like for the Landmark Commission to consider this home a Historical Cultural Landmark. In as bad a shape the house is at present it only takes one quick look to see the charm that the house possesses. If fully restored it will definitely be an asset to the neighborhood and to the Oaks Historic District. We believe the house represents an important part of Beaumonts history and should be preserved. We have had plans and blue prints drawn of the house as well as recommendations and drawings from Mr. Hendrix. Tom Koiak has given us a bid for the restoration work and we are presently getting other bids.
