The following Commissioners were present: Chairman Mary Jane Buttrill Commissioner Elmer Embs Commissioner Jessica Foy Commissioner Debra Kay Johnson Commissioner JoAnn Stiles Commissioner Walter Sutton Commissioner Dorcy Watler Commissioner Becki Stedman The following Commissioners were absent: Commissioner Sam Puliig Commissioner Raymond Chaison Commissioner Bruce Hamilton Commissioner Terrence Holmes Staff present: Stephen Richardson, Secretary; Murray Duren, Senior Planner; Patsy Ellis, Recording Secretary; Kimberly James, Planning Technician. Also present: Councilman -at -Large Andrew Cokinos; CouncilmemberLulu Smith; Carolyn Howard, Beaumont Main Street. APPROVAL OF THE MWUTES Commissioner Embs made a motion to approve the minutes of the March 14, 1993 meeting. Approval of the minutes was seconded by Commissioner Watler. Commissioner Foy requested a change in the minutes. She stated that on page nine (9) of the minutes, Chairman Buttrill did not state that "when there is no regular meetings scheduled, a work shop could be scheduled instead". She instead said that when there is no items on the agenda to warrant a regular meeting, a work shop should be scheduled instead. Motion carried 8:0. ic Mt1VlJ m Landmark Commission Meet i ng April 11, 1994 PUBLIC HEARING 1) File 31-HC: Request to consider an application for an Historic -Cultural Landmark Preservation Designation for residential property located in the Oaks Historic District, zoned RS(Residential Single Family Dwelling District). Location of the property is 2380 Gladys. Applicants are Roy and Sue Philp. Stephen Richardson stated that the purpose of this application is to request an HC-L designation for a residential property lcoated at 2380 Gladys Avenue. The property is an example of the "Victorian Texas" style and was built in 1900. The property owners intend to restore the structure. On March 14, 1994, the Historic Landmark Commission approved a Historic Preservation Loan for $2,700 and also granted a certificate of appropriateness for exterior renovations. Staff recommends approval of this request because the house has distinguishing characteristics of a certain architectural type, because of its relationship to other structures within the Oaks Historic District and because of its listing in the 1991 SPARE Beaumont. Fifteen (15) notices were mailed out to property owners within 200' feet of the structure. We received one reply, in favor. Mr. Roy Philp, owner, spoke in favor of the request. He stated that he only wants his house designated historical and did not want a plaque on the structure. He also stated that he wanted to make some interior renovations on the structure. Mr. Richardson stated that with this HC-L designation, it does require a Certificate of Appropriateness for interior renovation. The Certificate of Appropriateness would be reviewed by himself as Director of Planning, the Chairman of the Historic Commission and the State Historic Commission. The interior plans would need to be submitted at such time that he is ready to start them. Mr. Richardson also stated that the type of designation that Mr. Philp will recieve will allow him to apply for tax rebates and monies from the Historic Loan Fund. A motion was made by Commissioner Foy that staffs recommendation be accepted and approve the requested HC-L designation. Motion was seconded by Commissioner Embs. Motion carried 8:0. MINUTES Landmark Commission Meeting April 11, 1994 REGULAR MEETING Stephen Richardson introduced Murray Duren as the Senior Planner who will be working with the Landmark Commission instead of Nicholas Karavolos. 1) File HCD-1.6: Request for an historic preservation loan for property in the Oaks Historic District. Associated Certificate of Appropriateness (CA-47) was approved by the Planning Division. The location is 2415 Gladys Avenue. The applicants are Gerald A. and Clara Carrens. Stephen Richardson stated that the purpose of this application is to request a historic preservation loan fund from the Oaks Revolving Fund in the amount of S1,555. The loan would pay for cleaning, painting, recaulking, repairing rotten wood and replacing the four wood front porch columns with four aluminum columns painted white to match the house. The loan would be for two years with payments in the amount of $64.79 per month. A certificate of appropriateness has been approved for the work. Staff recommends approval of this request. Commissioner Embs made a motion to accept staffs recommendation on File HCD- 1.6 to grant the request for a historic preservation loan. Commissioner Watler seconded the motion. Motion carried 8:0. 2) Chairman's Report Chairman Buttrill stated that she had sent a letter about a house that was being demolished at 2570 McFaddin. Apparently, the Code Enforcement Department had issued a permit without noticing that it was in the Oaks Historic District. She asks that they pay more attention to city ordinances concerning demolitions in the Oaks Historic District. Stephen Richardson stated that the Building Code Department has on the computer all the addresses of the properties within the Oaks District and when it was pulled up for the permit, no one noticed that it was in the Oaks District and a permit to demolish was issued. A stop work order was issued, but due to the extent of demolition, a judgment was made that the structure was now open and a hazard to the general public. He issued a Certificate of Appropriateness to continue with the M a Landmark Commission Meeting April 11, 1994 demolition, A letter was written to St. Elizabeth Hospital informing them of the mistake and that it should not happen again. Also, information on the Oaks District was given to them and if anything else needs to be done in the district, they should go through the proper channels. Commissioner Becky Stedman, Chairman MaryJane Buttrill and Stephen Richardson will be attending the Texas Historical Commission Conference in San Angelo. Chairman Buttrill asked about the status of the summer intern program. Stephen Richardson stated that Commissioner Stiles has provided him with a number of students from Lamar. Details will be forthcoming at a later date on how it will be handled. The Essay Contest winner from Preservation Week will be attending the next meeting. Also, a proclamation has been sent to the City Council. David Bradley stated that on May 6, identification signs for the Oaks District will be posted at the entrances to the neighborhood. There will be a ribbon cutting, a tour of homes and an antique fair by the Junior Forum. 3) Calendar of Events The calendar of events was discussed, There being no further business, the meeting was adjourned- 4
