Staff recommends approval of the requested HC-L designation because
the applicants have shown that the subject property complies with
three out of the ten criteria required by ordinance.

PROJECT INFORMATION
The owners of the two-story frame residence at 2380 Gladys, Roy and
Sue Philp, plan to repair, restore and renovate a "Victorian Texas" style
structure, c. 1900.
On March 14, 1994 the Historic Landmark Commission granted a
Certificate of Appropriateness regarding the proposed plans to repair
and renovate the structure, as required for buildings located in the
Oaks Historic District. The applicant also received approval of an
Historic Preservation Loan in the amount of $2,700.00.
This application will be considered by the Planning Commission and
City Council at a Joint Public Hearing scheduled for April 18, 1994.

There is a 30" storm sewer in Gladys.
There is a 6" water line in Gladys.
There is a 6" sanitary sewer located in the
alley to the rear of the lots in the block.
Fire protection is provided by Station #7,
1700 McFaddin.
Services and utilities are adequate.
According to local restoration designer and contractor, Bryan Hendrix, the
house was constructed around 1900, and possibly earlier. The house was
moved to Gladys from 1430 Magnolia Avenue in 1958. A City crisscross
directory printed in 1920 showed a meat cutter named Benjamin F. Crocker
living at that address. The first tenant at 2380 Gladys was Lela Jarvis, related
to Seth Birdwell, according to sources.

The Historic Landmark Commission, the Planning Commission and the City
Council shall consider, but not be limited to, one or more of the following
criteria in establishing an HC-L, Historic -Cultural Landmark Preservation
Designation:
a. Existing or proposed recognition as a National Historic
Landmark, or Texas Historic Landmark, or entry or proposed entry
into the National Register of Historic Places;
b. Existence of distinguishing characteristics of an architectural
type or specimen, or of the social, economic, or political heritage of the
City;
C. Identification as the work of a designer, architect, or builder
whose work has influenced the growth or development of the City;
d. Embodiment of elements of architectural design, detail,
materials, or craftsmanship which represent a significant architectural
innovation or an outstanding example of a particular historical,

architectural or other cultural style or period;
e. Relationship to other buildings, structures, or places which are
eligible for preservation as historic places;
f. Exemplification of the cultural, economic, social, ethnic, or
historical heritage of the City, County, State or Nation;
g. Location as the site of a significant historical event;
h. Listing in the S.P.A.R.E. Beaumont Survey;
i. Identification with a person or persons who significantly
contributed to the culture or development of the City, County, State or
Nation; and
j. A building, structure, or place that because of its location has
become of historic or cultural value to a neighborhood or community.

Staff is of the opinion that the house at 2380 Gladys Avenue can meet and
comply with three of the ten listed criteria.
Criteria b. - It is a surviving example of a Texas Victorian
residence, constructed around 1900. It is in fair condition,
needing general repairs. The owner has dedicated himself to
accomplishing this task so that the vacant house will once again
become a liveable residence.
Criteria e. - This house is located across the street from 2395 Gladys„
SPARE 1991 No. 1597, a colonial revival home constructed around
1945. This is also very near to the Cooke Wilson Mansion, the former
Beaumont Art Museum.
Criteria h. - This home was listed in the 1991 SPARE as site No. 1596.
LEGAL DESCRIPTION FOR ORDINANCE PURPOSES
Lot 18 and the east one half of lot 17, Block 13, Averill Addition to the City
of Beaumont, Jefferson County, Texas, containing 0.24 acres of land, more or
less.

Dear commission members.
My wife and I have bought the home at 2380 Gladys Street in
Beaumont. The exterior of the home needs a new roof, a major
paint job, and the flooring of the front and back porches
needs to be replaced. The interior of the home seems to be
in fairly good condition but still needs a lot of work to
make the home a home. We plan to add central air and heat
and to insulate the floor, the walls. and the attic. We also
Dian some minor remodeling to the existina downstairs
bathroom and to add a closet because there are no closets in
the house. The kitchen is in need of some modernization and
my wife hopes to add a fireplace. We are calling the
restoration of the upstairs room phase 2 and plan to tackle
it at a latter time.
The house represents the Victorian Era of architecture and
was built around 1900. Bryan Hendrix who specializes in the
restoration of homes thinks it miaght have been built as early
as 1890. Originally the home was located on Magnolia Avenue
and was moved to the present location by Mr. Birdwell to
Prevent demolition. The Sanborn Fire Atlas does not go back
this early in time. All the wood in the upstairs room is
still exposed and quality of the wood and the craftsmanship
of the carpenters can be seen. The long leaf yellow pine
probably came from trees that were around 100 years old when
cut,
We would like for the Landmark Commission to consider this
home a Historical Cultural Landmark. In as bad a shape the
house is at present it only takes one auick look to see the
charm that the house possesses. If fully restored it will
definitely be an asset to the neighborhood and to the Oaks
Historic District. We believe the house represents an
important part. of Beaumonts history and should be preserved.
We have had plans and blue prints drawn of the house as well
as recommendations and drawincrs from Mr. Hendrix. Tom Koiak
has given us a bid for the restoration work and we are
presently getting other bids. We will be glad to furnish the
C'oniission with any of this information.
