Steinman, Sr." residence located at 2355 Harrison Avenue in the Oaks Historic District, zoned RS(Residential Single Family Dwelling). *STAFF REPORT* FILE: 32-HC Staff recommends that 2355 Harrison receive the HC-L designation. The application meets eight of the ten criteria required for possible approval as regulated by Sec. 30-39 and the information provided is well documented. PROJECT INFORMATION Dean M. Terrebonne and Russell J. Chimeno, Jr. are the owners of the property and have submitted this request for the consideration of the Historic Landmark Commission. A Joint Public Hearing will be held by the Planning Commission and City Council on September 19, 1994 to hear this request. The Steinman home was designed in 1927 and built in 1928 by the original owner, an architect. His father, Frederick W. Steinman, was also a noted architect as well as his son, Douglas Steinman, a current practitioner. The home remained in the Steinman family from 1928 until 1993, when it was purchased by the applicants. Exhibits are attached. FILE # 32-HC Page 3 GENERAL INFORMATION/PUBLIC UTILITIES, continued WATER SANITARY SEWER SERVICE FIRE PROTECTION ADEQUACY OF SERVICE ANALYSIS A 6" water line is in the street. There is a 8" sanitary sewer in the right- of-way. Fire protection is provided by Station #7, 1700 McFaddin Avenue. Services and utilities are adequate. The Historic Landmark Commission, the Planning Commission and the City Council shall consider, but not be limited to, one or more of the following criteria in establishing an HC-L, Historic -Cultural Landmark Preservation Designation: a. Existing or proposed recognition as a National Historic Landmark, or Texas Historic Landmark, or entry or proposed entry into the National Register of Historic Places; b. Existence of distinguishing characteristics of an architectural type or specimen, or of the social, economic, or political heritage of the City; C. Identification as the work of a designer, architect, or builder whose work has influenced the growth or development of the City; d. Embodiment of elements of architectural design, detail, materials, or craftsmanship which represent a significant architectural innovation or an outstanding example of a particular historical, architectural or other cultural style or period; e. Relationship to other buildings, structures, or places which are eligible for preservation as historic places; f. Exemplification of the cultural, economic, social, ethnic, or historical heritage of the City, County, State or Nation; g. Location as the site of a significant historical event; FILE # 32-HC Page 4 ANALYSIS, continued h. Listing in the S.P.A.R.E. Beaumont Survey; i. Identification with a person or persons who significantly contributed to the culture or development of the City, County, State or Nation; and j. A building, structure, or place that because of its location has become of historic or. cultural value to a neighborhood or community. Staff is of the opinion that the home at 2355 Harrison Avenue meets and complies with eight of the ten listed criteria. Criteria b: Federal style, 1927-28. Criteria c: The architect, F. W. Steinman and his son, Douglas E. Steinman, Sr., formed a partnership in 1919, and designed and worked on the Edison Hotel, City Hall and Auditorium of Beaumont, Y.M.C.A., the downtown U.S. Post Office and Beaumont High School. These structures were built during the late 1920's and early 1930's. They are city landmarks. Criteria d: The Steinman home contains architectural elements and materials such as Corinthian columns, copper gutters, slate roof and Federal style medallions and pediment: Criteria e: Certain elements of design and style of the house are repeated in various places in the City Hall and Auditorium and in the U.S. Post Office. Criteria f: The major public buildings designed by Steinman & Son have had a major impact upon the cultural, social and economic life of the City. Criteria h: Recorded in S.P.A.R.E. Beaumont on July 2, 1991, Site No. 1721. The house was designed by Douglas E. Steinman, Sr. and built in 1928. The family maintained ownership until August, 1993, when we purchased it from i Miriam Steinman Landry. We are aware of the application process and would appreciate if you would forward this to the Landmark Commission for approval at the September 12, 1994, meeting. If successful, then on to the joint meeting with the Planning Commission and the City Council on September 19, 1994. We trust that you will find the enclosed documentation interesting and join us in supporting this request. Also enclosed is a check for the Application Fee in the amount of $200,00. We believe that having such a designation/overlay will not only instill enthusiasm in our neighborhood to continue to preserve its beauty and charm, but also provide the Steinman family with the recognition they deserve for their contribution to the City of Beaumont. Yours very truly, DMT Enclosures - cc: Steve Richardson - Director APPLICATION FOR HISTORICAL -CULTURAL DESIGNATION CITY OF BEAUMONT, TEXAS SUBJECT: 2355 Harrison Avenue Referencing the attached "Application for Amendment of the Zoning Ordinance," specifically the legal description of the property, we would like to further elaborate on the Architectural description as well as a bit of the History that goes along with it. For some, this will be an opportunity to acquaint themselves with the link between our house and the City's development and for others a refreshing memory. We hope you will find it deserving of the designation/overlay, for it will not only instill enthusiasm in our neighborhood to continue to preserve its beauty and charm, but also provide the Architect's family with recognition for their contribution to the City of Beaumont. While we find that our house meets the majority of the criteria outlined, please allow us to present the support in a different format. F.1 Tyil0VDRA I:7\1l1]**f1"I lM�I3 1 ARCHITECTURAL STYLE: Our research leads us to believe the house follows the Neo- Classical, Federal Style, although the 1991 listing in the S.P.A.R.E. Beaumont Survey (EXHIBIT A) indicates "Colonial Revival." Perhaps we could compromise and call it Federal Style - Colonial. Additionally, the listing states that the structure is "an example of an upper class home" and is "Architecturally interesting." EXTERIOR: Our house was designed in 1927 and constructed in 1928, out of cypress framing and trim with a red brick exterior. The roof is quarried slate and the gutter system is made of copper. It is a two-story structure with steeply -pitched side gables possessing paired "eye -lash" windows and three front gable dormers displaying arched panes. There are two matching chimneys and a central curved portico, with round Corinthian columns and acanthus motif capitals, drawing the viewer's focus to the central wood door with decorative leaded glass transom and sidelights. Each window is accompanied by paired shutters with ornamental tree cut-outs. The configuration of dental and crown moldings add a nice touch to the roof -line which encompasses the gutter reservoir. On the East side, an attractive wooden and glass wing addition functions as a "Sun Room" and gives the appearance of being constructed of stone. On the West side, there is an entry wing with a portico following the design of the central portico, possessing a pair of round columns and leaded glass transom. There is a detached two -car garage with a two-story service quarters attached. The ground level was designed as a Laundry Room and the second floor for living quarters, consisting of a Bed Room and a Bath Room. It, too, has decorative moldings and a slate roof. Another architectural feature which can be viewed from the street is a copper cupola on the roof of the two-story structure. Fortunately, there are a number of architectural features encompassed in the overall design which ensure the viewer with visual stimulation in any direction, not just one focal point. This has been observed as vehicles slow down to a snail's pace as its passengers admire the detailed features and craftsmanship. INTERIOR: The first floor consists of formal Entry, Laving and Dining Rooms, Sun } Room, Breakfast Room, Kitchen, Service Hall/Pantry, Vestibule and 1/2 Bath/Powder Room. The second floor is comprised of three Bed Rooms, two Bath Rooms, a Sewing Room and a Study. The third floor offers another Bed Room, Bath Room and two large walk-in storage areas in the attic. The third floor was not included in the original 1927 design but was modified in 1935 as additional living area was desired. A central winding staircase links the three floors providing a spectacular view from top -to -bottom through the curved abyss. The floors are hardwood oak throughout, with the exception of tile in three of the Bath Rooms and linoleum in the Kitchen, Breakfast Room and third floor Bath Room. All rooms have crown molding; however, the formal rooms have five -point moldings and wainscot. Windows are abundant, providing ample lighting and picturesque views of the neighboring architecture amidst the Historic Oaks. The hardware is original, predominately brass, including wall sconces, light fixtures and door knobs. In addition to the variety of architectural features encompassed in its design, the house offers over 3000 sq.ft. of living space to marvel in. THE ARCHITECT(S) While most residential structures have only one Architect associated with them, ours has three and they share the same last name, Steinman. Our house was designed and built by Douglas E. Steinman, Sr. as his family residence. His father, Frederick W. Steinman (EXHIBIT B), practiced alone until 1919 when the association "F.W. Steinman and Son" was formed. They are both honored with recognition in the book, BUILDERS OF BEAUMONT (EXHIBIT Q. Together they made significant contributions to the City of Beaumont. The buildings they are associated with, that are most noted, are: The Beaumont City Hall & Auditorium (now Julie Rogers Theater) (EXHIBIT Iy), The Edson Hotel (former Gulf States Utilitles building) (EXHIBIT E), and Beaumont High School. Douglas E. Steinman, Sr. made additional contributions in association with the Y.M.C.A. building and the U.S. Post Office (Jack Brooks Federal Building) (EXHIBIT E). CRITERIA SUMMARY Referencing the attached "Application For Historical -Cultural Designation" for the listing of criteria, the following is a summation of the aforementioned support as it pertains to the criteria. a. Our house is located in the existing Oaks Historic District of Beaumont. b. Distinguishing characteristics of the Neo-Classical, Federal Style - Colonial. 2 C. Identified as the work of Architect, Douglas E. Steinman, Sr., who influenced the growth and development of the City through his association with: { - City Hall & Auditorium - (Julie Rogers Theater) - Edson Hotel - (former GSU Building) - Y.M.C.A. Building U.S. Post Office (Jack Brooks Federal Building) d. Elements of architectural design within the Neo-Classical, Federal Style - Colonial . are exemplified through details and materials such as: - Corinthian columns with acanthus motif capitals made of horse -hair plaster - Copper gutters - Quarried slate roof - Federal Style medallions and pediment e. There is a relationship to other buildings eligible for preservation as historic places. There are similarities in design with respect to the City Hall & Auditorium and the U.S. Post Office. Specifically, the house's Sun Room in relation to the cornice detail on the City Hall & Auditorium and the side portico in relation to the Federal Styled pediments over the entrance doors. The Corinthian columns with acanthus motif capitals are found on both buildings. f. Exemplified as the home of Architect, Douglas E. Steinman, Sr. g. There is no evidence of any significant historical event having taken place in our home other than it being the family residence of the Architect. h. Our house is listed in the S.P.A.R.E. Beaumont Survey, recorded July 2, 1991. i. There are three generations of Architects who contributed to the development of the City of Beaumont: Frederick W. Steinman Douglas E. Steinman, Sr. Douglas E. Steinman, Jr. j. Our house is located in the Oaks Historic District of Beaumont and due to the nature of its design and history add value to the neighborhood and community. Richardson, Planning Director SUBJECT: 1995 CLG Application The Planning Division is proposing to continue SPARE Beaumont, t it it a way that is different than has been done in the past. The City of Beaumont anticipates hiring Judy Linsley to do the project as a "turn -key" operation. Ms. Linsley will review the existing SPARE for inconsistencies. She will then survey remaining structures in areas identified using the 1945 edition of the City of Beaumont Directory. A preliminary survey of all pre-1945 structures will be done. This survey will assign high, medium or low priority rankings to these structures. Further analysis will be done on those properties ranked as high priority. A Texas Historic Sites Inventory form will be provided for each high priority property. Photographs will be taken of surveyed .sites and maps shall identify all surveyed properties. Ms. Linsley will be providing me a cost estimate for this work. I have discussed this procedure and the hiring of Judy Linsley with Dwayne Jones and he is in agreement with our proposal. R2 P. O.
