1) Chairman's Report
Chairman Buttrill asked Carolyn Howard to report on the downtown historic district.
Ms. Howard stated that the downtown area is listed on the National Register of
Historic Places as a district. It is the City's only district on the National Register.
Because it is a National Register district, it has many economic incentives available.
When that survey was completed in the 1980's, there were three categories that a
building could be listed under: contributing, non-contributing and compatible.
Contributing is the best; compatible so-so and non-contributing is something very
new or something so transformed that it is no longer compatible or contributing to
the district. In order to retain the district status, a certain percentage of the building
must be maintained contributing to that district. The percentage varies, 60-70
percentage possible. So far the district has been kept intact. Today, there are only
two categories that a building can be listed under. They are contributing and non-
contributing. The confusion that exist is that when a property is listed under
compatible, legally it cannot be listed under contributing nor non-contributing. That
would effect the tax credit situation. If it is contributing it can get 20%; if it is non-
contributing, it can get 10%. That is the confusing situation.
