SUBJECT: A request to consider an application for a Certificate of Appropriateness for
the replacement of existing wood -frame . windows with custom painted
aluminum windows on a house with an H-C designation.

The Planning Director recommends denial of this request.
This house at 1835 Pennsylvania was granted a H-C (Historical -Cultural) designation
in May, 1986. The house was constructed in 1915 and is of Vernacular Victorian
style. The house was originally owned by A. Dudley Lipscomb, an attorney for
Lipscomb, Gordon, Lipscomb.
According to Rose Marie Owens, the property owner, some changes were made to
the house after she received the H-C designation. These changes did not receive
Historic Commission approval. These changes include extending the second story out
over the front' porch, replacing the original floor of the front porch with one made
of concrete, adding a two story back porch and boxing in and replacing several
original windows on the side and at the rear of the house with aluminum frame
windows.
Ms. Owens has received a $20,000 CDBG grant from the City's Housing Services
Division to make improvements to the house. Included in this list of improvements
is the replacement of 28 windows in the house with custom painted aluminum
windows. It is estimated that the price difference between this type of window and
wood frame windows is doubled.
Sec. 30-39 of the Zoning Ordinance requires that no one shall be permitted to
construct, reconstruct, alter, change, restore, remove or demolish any exterior
architectural feature of a building located in a H-C District without first receiving a
certificate of appropriateness from the Historic Landmark Commission. Windows are
considered an architectural feature.
It is the opinion of the Planning Director that even though changes have been made
to the house that compromise its architectural integrity, aluminum windows are not
appropriate for a structure that is considered significant enough to receive an H-C
designation.

Two story frame structure. Hip roof with lower cross gables covered with diamond -pattern asbestos shingles. Interior
brick chimney. Gable front wing has half -circle segmented sash in gable above one -over -one sash. Gable front dormer
