Richardson, Planning Director SUBJECT: Consider a request to delete and remove the HC-L(Historic-Cultural Landmark Preservation Designation) from residential property at 1835 Pennsulvania Avenue. The property is zoned RCR(Residential Conservation and. Revitalization District). FILE: 33-HC STAFF REPORT The Planning Director recommends approval of the property owner's request to delete the HC-L designation of her property. Rose Marie Owens received the HC-L overlay designation at her request from the City Council on May 27, 1986. Council Ordinance No. 86-51 was the legal instrument that affected the Council's action. The case file number was 18-HC. At the time, Mrs. Owens expressed the desire to apply for a. historic preservation loan and pursue tax abatement. She has since changed her mind and would like the property at Pennsylvania and Jackson to be relieved of the historic designation. Mrs. Owens received an historical marker for the property in 1990. The marker remains the property of the Historic Commission according to the contract she signed. The residence has undergone alterations since 1986 that render the home architecturally compromised. She still plans to work on the home, but for economic reasons does not want to be confined by the various development requirements which the HC-L designation imposes on the owner. The subject property is located in the 1977 and 1990 S.P.A.R.E. Beaumont Surveys. The structure is listed as a single-family residential structure. It is of frame construction and is of the Victorian Texas style (1874-1900). The S.P.A.R.E. Beaumont survey's evaluation is attached. The surrounding properties are residential, several of which are also listed in the S.P.A.R.E Beaumont survey. NOTE: Of the six properties listed on the S.P.A.R.E. Inventory No. B-30, map SE 5-6, three (1871, 1876 and 1932 Pennsylvania) received demolition permits from the City after the listings. Exhibits are attached. Some of these are vacant houses. Most of the homes in the vicinity are in fair to poor physical condition. Several vacant lots in the immediate vicinity are the result of demolitions. Hood porch and cement steps. 11. Present Condition Fair. Wood rot is evident. The house requires general maintenance. 12. Significance: The house is an example of upper class housing built in Beaumont after the first Spindletop boom. The house was originally owned by A.
