Richardson, Planning Director SUBJECT: Consider a request to delete and remove the HC-L(Historic-Cultural Landmark Preservation Designation) from residential property at 1835 Pennsylvania Avenue. The property is zoned RCR(Residential Conservation and Revitalization District). FILE: 33-HC STAFF REPORT The Planning Director recommends approval of the property owner's request to delete the HC-L designation of her property. Rose Marie Owens received the HC-L overlay designation at her request from the City Council on May 27, 1986. Council Ordinance No. 86-51 was the legal instrument that affected the Council's action. The case file number was 18-HC. At the time, Mrs. Owens expressed the desire to apply for a historic preservation loan and pursue tax abatement. She has since changed her mind and would like the property at Pennsylvania and Jackson to be relieved of the historic designation. Mrs. Owens received an historical marker for the property in 1990. The marker remains the property of the Historic Commission according to the contract she signed. The residence has undergone alterations since 1986 that render the home architecturally compromised. She still plans to work on the home, but for economic reasons does not want to be confined by the various development requirements which the HC-L designation imposes on the owner. This request went before the Historic Landmark Commission on February 13, 1995. The Historic Landmark Commission approved this request by a.vote of 7:0. Exhibits are attached.
