Richardson, Planning Director SUBJECT: Request for a Certificate of Appropriateness to pave the front yard for use as a parking lot at 2406 North. FILE: CA-108 STAFF REPORT The P'ar,_ :gig Director recommends denial of this request. Sec. 30-'/..,.. (e)7c of the Zoning Ordinance permits parking in front or side yards only when those areas are paved. No front or side yard may be paved except with a certificate of appropriateness. The applicant is requesting that the American Postal Workers Union be allowed to pave the entire front yard in front of the Postal Workers Union offices. Work was begun on the parking lot without a permit. A stop work order was issued the following work day. It is the contention of the applicant that the front yard has been used for parking for many years. The applicant has stated that shell was put on the parking lot intermittently. However, the applicant states that over the years, they allowed the grass to grow over part of the parking lot. In 1993, Staff took videos of all properties in the Oaks Historic District. The video shows a circular drive between the existing curb cuts. The rest of the area is grass. Staff has made its recommendation based upon the video. The Historic Commission should listen to the testimony and make a decision based upon that testimony. If the parking lot is approved, the American Postal Workers Union must acquire a building permit. In addition, if the certificate of appropriateness is approved for a new parking lot then a plan will need to be reviewed by the Transportation Division for approval. Exhibits attached.
