The April 10, 1995 Historic Landmark Commission meeting was called to order at 3:40 p.m.
by Acting -Chairman Sam Pullig.
The following Commissioners were present:

Stephen Richardson introduced the two new commissioners, Marie Broussard and Julia Levy.
Mr. Richardson also informed the Commission of the death of Assistant City Manager,
Sterling Pruitt.
APPROVAL OF THE MINUTES
A motion was made by Commissioner Sutton to approve the February 13, 1995, March 13,
1995 and April 10, 1995 minutes.
The motion was seconded by Commissioner Embs.

PUBLIC HEARING
1. File 95-TE-6: Request for verification of restoration work done at 2355 Harrison for
purpose of receiving tax abatement. Applicants: Russell J. Chimeno & Dean M.
Terrebonne.

Stephen Richardson stated that the Commission had taken a tour of the house in
February to verify that the work had been substantially completed. The final step in
the process is that the Historic Commission pass a resolution stating that this work
has been done. Mr. Richardson stated that stab recommends approval of this
resolution.
Commissioner Watler made a motion to approve staffs recommendation.
Commissioner Holmes seconded the motion.
Motion passed 9:0.
Rusty Chimeno, owner, stated that all requirements have been met.
2. File CA-101: Request for a Certificate of Appropriateness to install: a Ridgemaster
Roof Vent, five louvered 8"X8" wall vents and solar screen on all glass window panes
on the KCS Depot at 1205 Franklin. Applicant: Kirby Richard - City of Beaumont
Central Services Director.
Stephen Richardson stated that due to ventilation problems in the attic, moisture
condensation is causing interior wall and ceiling surfaces to mildew. The City wishes
to install 8' Ridgemaster Roof Vent at the peak of the roof; 5 louvered 8"X8" wall
vents that would be hidden by the roof overhang and painted to match the building;
and, solar screen on all glass window panes in order to reduce the amount of heat
that penetrates the building.
Mr. Richardson recommends approval of this request.
Commissioner Stedman stated that the French Museum has tinted windows and that
she has some information on tints that could be used instead of auto tint.
Commissioner Stedman made a motion to approve staffs recommendation.
Commissioner Watler seconded the motion.

1) File CA-98: Request for a Certificate of Appropriateness to construct a detached
porte cochere in the front of a single family home at 2360 Gladys. Applicant:
Leonora O. Masterson.
Stephen Richardson stated that the frame of the structure will consist of 4"X4" posts
and 2"X2" beams. The frame will be painted to match the house. It is the desire of
the applicant to roof the structure with clear Lexan in order to allow light in as this
lot is heavily wooded. Section 30-21.2 requires that roof materials and colors must
compliment the style and overall scheme of the building. Staff feels that Lexan does
not conform with the guidelines. Therefore, staff recommends approval of the
Certificate of Appropriateness for the porte cochere subject to the roof being
shingled in the manner similar to the main structure.
Slides of the existing house were shown.
Ms. Leonora Masterson spoke in favor of her request. Ms. Masterson stated that she
has decided to reduce the width of the porte cochere to 20'X10'. She stated that she
has decided to shingle the structure except for the panels right next to the house and
it could not be seen from the street.
Commissioner Watler made a motion to approve the Certificate of Appropriateness
with part of the roof being shingled and the back two panels being clear Lexan.
Commissioner Holmes seconded the motion.

2) File CA-106: Request for a Certificate of Appropriateness to rehabilitate a house,
garage and carport by extending the master bedroom, building a new front porch,
replacing the roof, replacing the asbestos shingle siding, replacing the existing
windows with painted aluminum windows and restoring the garage and carport to
their original condition at 2676 Harrison. Applicants: Gregory & Sandra Nelson.
Stephen Richardson stated that the applicant wishes to enlarge the master bedroom
and add a bathroom by enclosing the existing front porch and then a new front porch
will be added. The asbestos siding that was on the house has been removed already
and he wishes to put up a wood siding to complement the style and period of the
house. The garage also had asbestos shingles but has been removed and the same
type of siding will be added to that structure, as well. There is an existing carport

frame that is missing the roof that will be restored to its original style and paint it
to match the house and the garage. Both the garage and carport will be shingled to
match the shingles on the existing house. At first the applicant stated that he wanted
to install aluminum windows. Since that time, he has decided that he can rebuild the
existing wood windows, but, the aluminum windows was included in the request in
case the wood windows cannot be rebuilt.
Mr. Richardson stated that staff recommends approval of this request subject to the
requirement that if some aluminum windows are installed, then all the other windows
need to be replaced as well.
Slides of the existing structures were shown.
Jack Carville of the Oaks Historic District, spoke against adding aluminum windows
to the house.
Commissioner Watler made a motion to approve staffs recommendation with the
proviso that if aluminum windows have to be used then all windows on a given
elevation must be changed to aluminum and the windows be painted aluminum to
match the existing wood windows in style and configuration.
Commissioner Embs seconded the motion.

3) File CA=107: Request for a Certificate of Appropriateness to construct an addition
to the rear of the house at 2310 Long. Applicant: Antoinette Mabe
Stephen Richardson stated that the existing addition to the house has a flat roof and
is sided with aluminum and was built a number of years ago. The new addition will
include an extension of the house by 8 feet. The roofline of the addition will blend
in and compliment the existing roofline. The addition will be sided with #117 siding
and painted to compliment the house. Also, there will be enough brick from the end
of the house to cover the end of the new addition. The windows in the addition will
match those in the house. The entire house will be reroofed with architectural
shingles.

Owner, Antoinette Mabe, spoke in favor of the request. Ms. Mabe explained how
and where the extension will be built and explained how the roof fine will be.

After further discussion, Commissioner Embs made a motion to approve staffs
recommendation.
Commissioner Stiles seconded the motion.

4) File CA-108: Request for a Certificate of Appropriateness to pave the front yard
for use as a parking lot at 2406 North. Applicants: American Postal Workers
Union.
Stephen Richardson stated that the applicant is requesting that the American Postal
Workers Union be allowed to pave the entire front yard of the Postal Workers
Union offices. Work was begun on the parking lot without a permit. A stop work
order was issued.
It is the contention of the applicant that the front yard has been used for parking for
many years. The applicant has stated that shell was put on the parking lot
intermittently over the years. The applicant states that grass grew over part of the
parking lot. In 1993, Staff took videos of all properties in the Oaks Historic District.
The video shows a circular drive between the existing curb cuts. The rest of the area
is grass.
This building was used as a ceramic and hobby shop many years ago. In 1979, the
city directory shows that the postal union took over this building.
Staff recommends denial of this request, based upon the video. The Historic
Commission needs to base its decision on the testimony presented today. If
approved, the applicant will need to get a building permit.
The Oaks Historic District Ordinance states that parking on grassed areas in the
front yard is prohibited. Also, paving the front yard without a Certificate of
Appropriateness is prohibited.
The 1993 Oaks Historic District video of 2406 North was shown.
Slides of the property as it exists today were shown.
Marlene Guillory Moore, President -American Postal Workers Union, located at 2406
North Street, spoke in favor of the request. She stated that the grassy area in front
of the aluminum building has grown through the shell. The reason being that there

is no every -day parking on the shell. The union only holds one meeting per month,
therefore, the grass isn't being worn down by tire tracks.
After discussion on the request, Acting -Chairman Pullig asked for comments or
objections from the audience.

After several more minutes of discussion, Commissioner Stedman made a motion to
approve a circular drive of reasonable width that would lay between the existing curb
cuts. The rest of the unpaved area would be grass.
Commissioner Embs seconded the motion.

5) Oaks Revolving Loan Fund
Stephen Richardson stated that over the last few months the Historic Landmark
Commission has been considering whether to Increase the amount of money in the
Oaks Revolving loan Fund. Mr. Richardson stated that he recently spoke to Mr.
Tyrone Cooper, First Assistant City Attorney, about the Oaks Revolving Loan Fund.
Mr. Richardson explained to Mr. Cooper that he wanted to make sure that the
commission was not violating any regulations in designating some of the money in
the Preservation Loan Fund specifically for the Oaks Historic District.
Mr. Cooper advised Mr. Richardson that it would be in the best interest of the
Historic Landmark Commission if monies were not designated to any particular area.
Therefore, Mr. Richardson is recommending that no more money be specifically
designated for the Oaks Historic District or any other future historic district. All the
money in the fund would be available to any properties that meet the Preservation
Loan Fund guidelines and that are approved by the Historic Landmark Commission

and City Council.
Commissioner Sutton made a motion to approve Staffs recommendation.
The motion was seconded by Commissioner Embs.

6) Revolvinp,_Loan Fund - Financial Report
Mr. Richardson stated that there is approximalely 542,000 available in the loan fund.
7) May and June Calendar of Events
Commissioner Stedman announced that the Beaumont Preservation Awards Alliance
had been formed and the awards will be given out in May, 1996 during Historic
Preservation Week. The announcement about the project will be held at 2:OOp.m.
on Wednesday, May 17th at Roy and Sue Philp's house at Gladys and 8th St.
Commissioner Sutton reminded the commission that the Beaumont History
Conference will again be held next January and anyone planning to make a
presentation should submit them as soon as possible.
8) Chairman's Report
No report.
OTHER BUSINESS
1) File CA-111: Request for a Certificate of.Appropriateness to do repairs on house
due to car wreck at 1561 Park. House has HC designation. Applicant: Brenda
Wilridge.
Stephen Richardson stated that a car ran into the house and did some structural
damage to it.

Brenda Wilridge explained that she needed to do some.repairs to the house due to
the car wreck and alsosome general maintenance repairs. She stated that some
rotten boards needed to be replaced and the house needs to be painted. Ms.
Wilridge stated that the car hit the right side of the house. Also, there is a screened
back porch that she would'like to close In and make another room out of it. There
is also some leaks in the room that need to be repaired. The house is not level,
therefore, new blocks will need to be replaced and the house releveled.
Ms. Wilridge stated that she did not want a loan because she is a single parent and
could not repay the loan at this time.
After further discussion, it was decided to give Ms. Wilridge permission to level the
house using concrete blocks covered with brick and repair the hole in her floor.
2) File CA-110: A request for a Certificate of Appropriateness to add a bedroom to
a home in the Oaks Historic District at 2495 Harrison. Applicant: Mike Jenkins,
contractor and Buddy Tortorice, owner.
Mike Jenkins stated that he is adding a bedroom to a 3,800 sq. ft. house. All exterior
materials will be salvaged to be reused. The roof pitch will remain the same. Two
windows will be salvaged to be reused, but one aluminum window will have to be
added to match what is there for a fire egress for the bedroom.
Commissioner Watler made a motion to approve the request for a Certificate of
Appropriateness.
Commissioner Stedman seconded the motion.

3) George Millard O'Brien Statue
Stephen Richardson reminded the Commission that several months back some
ISTEA money had been approved for statue renovations and the George Millard
O'Brien Statue in Pipkin Park had been picked as one of the ten finalists. $1,600 of
matching funds are needed. Commissioner Sutton reminded the Commission that
they had approximately $1,000 in the Commission's fund. Mr. Richardson stated that
he has been investigating possible sources of funding.

Commissioner Stedman made a motion that if the City or the Parks Dept. can come
up with half of the $1,600, the Commission will donate the other half.
Commissioner Watler seconded the motion.
