Richardson, Planning Director SUBJECT: Request to consider an application for a Certificate of Appropriateness to rehabilitate a house, garage and carport FILE: CA-106 STAFF REPORT The Planning Director recommer A pproval of this request. The applicants have recently acquir,;u this property with the intent of rehabilitating and remodelling the house for residential use. In addition, the carport and garage are to be rehabilitated. The work involved includes enlarging the master bedroom by enclosing the existing front porch. The front door and living room window will be relocated to the left approximately three feet. A new front porch will be added. The roofs of the house and garage will be replaced with roofing similar to what is existing. The .asbestos siding of the house will be removed and the house will be covered with wood siding to compliment the style and period of the house. Some existing windows will need to be rebuilt. If they are unable to be done, then they would be replaced with milled finish aluminum windows. The garage will be covered by the same type of siding. The carport will be restored to its original style and materials and will be painted to match the house and garage. Both the garage and carport will be roofed with the same shingles as the house. Box 3827 Beaumont, Texas 77704 Dear Steve: We herein submit our application for Certificate of Appropriateness related to the property located at 2E 76 Harrison, Beaumont, Texas, which lies within the Oaks Historic District. `:Ve become the owners of said property on April 18, 1995, and it is or- intention to rehabilitate the structures located within the boundark:�--' of that property. As you are aware, the structures were considered for demolition by the City on April 18, 1995, but because of the purchase of the property by us that day, City Council granted a 30 day stay to allow time for us to submit this request. Because we were unable to consummate the purchase until April 18, we were unable to submit this package by the submittal deadline of April 17 for a hearing on May 8. Due to the terrible condition of the structure (e.g. the roof is missing in several areas) and the need to make exterior repairs as - soon as possible to prevent further deterioration, we request that our late application be accepted and considered at the May 8 meeting so if approval is given, we can immediately begin work on the exterior. We have already made substantial progress in gutting the interior and cleaning up the lot. We are committed to making and keeping 2676 Harrison a property that Oaks Historic District will be proud to claim. Our work will include a modification of the front exterior of the home to allow an extension of the master bedroom into the existing front porch area. The modif !cation will require moving the existing front door and living room window to the left approximately three feet but does not alter the essential style of the home. Enlarging the bedroom area will pert It us to add a second bath and larger closet which we think will enhancE ,onsiderably this three bedroom home. The exteriors of the home and garage are in such condition as to require replacement of the roofs and the siding. The replacement roof will be of the same composition materials with which it is currently roofed. The asbestos siding will be replaced with wood siding which is appropriate for the style and period of the house. We would expect the color of the siding and of the trim to be approximately the same as that now on the structures. The carport is somewhat visible from the street but is located entirely behind the house. We plan to restore it to its original style and materials (steel with tin roofing and a slight gable in the roof). It will be of the same color as house and garage. We propose to tastefully landscape the property by adding trees and shrubbery, as allowed by the City of Beaumont Code of Ordinances, Section 30-31.
