Applicant: Fitiz and Shipman4or Nichols Development Company Mr. Richardson told the Planning Commission that the plat consisted of 3.967 acres of land at the intersection of Gladys Avenue and Major Drive. Mr. Holm said they objected to the recommendation of a 60' wide right-of- way instead of 50 feet and also the 37' pavement width instead of 27 feet. Discussion between staff and Commission regarding right-of-way widths followed. Chairman Embs asked for comments in favor or in opposition. No comments were made. The helistop will be used for the landing and taking off of helicopters seming the oil and gas industry and by the U.S. military. The proposed helistop will be located on a 300' x 115' concrete slab located at the rear of the hotel property. (Mayor Moore arrived.) A private helistop is restricted as to usage. It does not have facilities for refueling, storage, maintenance or repair of aircrafts. Mr. Richardson recommended approval of the specific use permit subject to the following conditions: (1) That FAA approval in the form of a "letter of no objection", as defined in Chapter 2-114 of the City Codes, be issued to the operator of the helistop, and that a copy of that approval be sent to the City of Beaumont; (2) That the actual landing area be properly fenced to prevent public access; and (3) The operator of the helistop will follow the nuisance prevention measures for the control of noise and vibration by operating the aircraft in compliance with the guidelines provided in the Federal Aviation Administration Advisory Circular 150/5390-2. Mr. Richardson told the Planning Commission that the specific use permit request was for the operation of the Antiochian Christian Orthodox Radio Network administrative office as well as the balloon decorating service, Balloonatics. The applicant requested a modification of the required landscaping and screening. There is little or no room to install additional fencing and landscaping. The applicant requests that the existing landscaping and screening suffice. Location: Northwest corner of Gladys (to be extended) and Major Dr. (FM 364). Applicant: Fittz & Shipman, Inc. Mr. Richardson told the Planning Commission that the proposed funeral. home will contain 9,000 square feet with room for expansion as shown on the submitted site plan. The site plan shows two driveways onto Major Drive and a future drive on the proposed extension of Gladys Avenue. Mr. Richardson recommended approval of the specific use permit. Nine notices were sent to property owners within 200 feet of the subject property. John Holm with Fittz and Shipman, Inc.; the applicant, addressed the Commission and introduced Roy Elledge. Roy Elledge, trustee for Service Corporation International, Inc., addressed .he Commission and Council. Jim Geisling; area General Manager at SCI, Inc., presented a statement written by Beaumont Police Officer Bill Meza regarding the traffic routes for funeral processions. Jim Bishop, real estate appraiser, addressed. the Commission and Council. Chairman Embs asked for comments in favor or in oppositic►. Speaking in Favor Howard Nichols of Nichols Development Company spore in favor of the proposed funeral home. Chairman Embs closed the public hearing. Discussion of traffic involved with the funeral home followed. Commissioner Chisum made a motion to approve the specific use permit for the development of a funeral home as requested in File 1287-P. Commissioner Bundy seconded the motion. Motion to approve carried 7:0. 4) File 1288-P: Request for a specific use permit to allow a private religious school for K-5th grade in a residence located within an RS (Residential Single Family Dwelling) District. Location: 9550 Doty Street Applicant: Lisa Kokenes Mr. Richardson told the Planning Commission that the applicant proposes to teach 17 children at the proposed private school. Classes would be for Kindergarten through 5th Grade and would be held from 8:30 a.m. to 3:30 p.m. Summer tutoring would also be offered. C. PlanningCommission November 20, 1"5 I',IIr. Motion to deny carried 7:0. 5) File 1289-Z: Request for a zone change from RS (Residential Single Family Dwelling) to NC (Neighborhood Commercial) zoning or a more restrictive district. Location: 2308 Hazel Avenue Applicant: George Rayfield Mr. Richardson told the Planning Commission that the applicant wants to open a mortgage company office in the vacant store building at 2306 Hazel. In response to a question from Commissioner Chisum, Mr. RayfieId said that he does riot currently own the subject property, but is under contract to purdiasP it. Chairman Embs asked for comments in favor or in opposition. Tom Sibley, representing John Gordan, the owner of the subject property, addressed the Commission. He confirmed that if the specific use permit was denied, Mr. Gordan could still use the building as a design studio. Mr. Richardson reminded the Commission that a specific use permit would be required for the proposed new use in the building if the property is rezoned by Council to RCR. Motion to approve carried 7:0. 6) File 35-HC: Request for an HC-L (Historic -Cultural Landmark Preservation District) Designation for the "J. L. Eisen" home. Location: 2301 Long Avenue Applicant: Mike and June O'Rear Mr. Richardson told the. Planning Commission that the subject house was home to J. L. Eisen, President of Sampson Steel, an old Beaumont business still in operation. The house, built in 1937-38, was designed by the prominent architectural firm of Stone and Pitts. The house is one of the major contributing structures in the Oaks Historic District. The request for the HC-L designation was approved by the His?oilr. _ Landmark Commission on November 13, 1995. The house meets eight of the ten criteria for an HC-L designation. Mr. Richardson recommended approval of the HC-L Designation request. Sixteen notices were mailed to property owners within 200 feet. No responses were returned. Commissioner Bundy made a motion to approve the HC-L designation for the home at 2301 Long Avenue as requested in File 35-HC. Commissioner Chisum seconded the motion.
