at 892 North

The Planning Director recommends approval of this request.
892 North was built c. 1910. The structure is a two-story frame covered with
pressboard. It is of a Queen Anne style. The 1989 S.P.A.R.E. Beaumont Survey
described the house to be structurally sound but poor maintenance and
unsympathetic alterations severely detracted from the house's architectural integrity.
Due to further neglect, the house is now on the City's demolition list after previously
being declared dangerous. Estimated cost of repairs exceeds 50% of its appraised
value.
In 1983, City Council approved an HC-L Overlay on this property. At the time, Staff
determined that the structure met two (b. and h.) of the nine criteria used to
determine eligibility for an HC-L. Criteria "b" addresses the existence of
distinguishing characteristics of an architectural type or specimen, or of the social,
economic, or political heritage of the City. Staff noted that the structure is an
example of 19th Century Texas Victorian architecture. Criteria "h" addresses listing
in the S.P.A.R.E. Beaumont Survey. The structure is listed in S.P.A.R.E.
The last use of the property was a rooming house. According to the property owner,
the building has been vacant for 2 or 3 years.
