STAFF REPORT
The Planning Director recommends approval of the four demolition requests for the
properties located at 1012 Avenue B, 440 Doucette, 2250 Laurel and 2325 Park.
These four properties have been tagged by the City as substandard and in need of
removal. The Texas Historical Commission has asked the Beaumont Historic
Landmark Commission to review these four structures for possible historic
significance.
None of these structures are designated as a local, state or national historic property.
All four structures were built prior to 1950. 1012 Avenue B, 440 Doucette and 2250
Laurel are listed in SPARE (1991, 1977 and 1990, respectively). 2325 Park is not
listed in SPARE.
1012 Avenue B was built c. 1905, is of the Folk Victorian style and is an example of
a common style of house built in the first decade of the twentieth century. Since the
house was surveyed in 1991, the house has deteriorated further. A number of the
architectural details are now missing. Repairs to this structure would exceed 50% of
its appraised value ($15,610 improvements; $18,110 total).
2250 Laurel was built c. 1925 and is of the Spanish Colonial Revival style. The 1990
SPARE identified the house as an example of middle class housing built in Beaumont
in the 1920's. SPARE stated that the house was in poor condition. Apparently the
house was vacant at the time the survey was done. Repairs to this structure would
exceed 50% of its appraised value ($2,500 improvements; $12,100 total).
440 Doucette was constructed in 1931 or 1932. The 1977 SPARE identified the
architectural style as nondescript. Repairs to this structure exceed 50% of its
appraised value ($4,520 improvements; $7,250 total).
2325 Park is not included in SPARE. The house was built in the early to mid-1920's.
The house is severely deteriorated and is almost invisible from the street due to the

large amount of vegetation surrounding the house. Repairs to this structure would
exceed 50% of its appraised value ($2,700 improvements; $6,090 total).
The house at 1012 Avenue B and the one at 2250 Laurel have become gang
hangouts. None of the four houses retain historic value sufficient to warrant
preservation.

Hipped roof wing and gable, asphalt shingle roof, interior central brick chimney, decorative bargeboard, fishscale
shingles and brackets on cutaway gable, leaded glass window and two 2/2 sash windows on gable wing, wood siding, shed
roof front porch, spindle upper balustrade, decorative brackets, turned columns, single -light front door, 2/2 sash
windows on 1 side of door, brick pier foundation.
11. Present Condition Fair. Exterior detailing is intact, but house suffers,from neglect and arafitti.
12. Significance:
An example of a common style of house built in the first decade of the twentieth century.
