Richardson, Planning Director SUBJECT: Request for approval of an application for a tax exemption for the "San Augustine Building" located at 695 Park FILE: 96-TE-9 STAFF REPORT The Planning Director recommends approval of this request. Greg Saleme, president of Gulf Sierra Enterprises, Inc., has requested a historical tax exemption on the "San Augustine Building" located at 695 Park. A historical tax exemption is for a term of ten years and holds the existing taxable value of the structure at its present value. The property is currently appraised at $21,610. The tax exemption applies to the improvements only. Mr. Saleme wishes to renovate this building as well as "The Zone" and the Fertitta Building. The exteriors on all three of these buildings will meet with the approval of the Texas Historical Commission. The proposed use of the San Augustine Building, once fully renovated, will be offices. The dollar amount of the improvements that the applicant wishes to make comes to $94,083.28. The dollar amount of the improvements to the building exceeds the appraised full value of the property. At the Historic Landmark Commission meeting of April 8 and the City Council meeting of April 23, Mr. Saleme requested and received an HC-L designation and a historic preservation loan for this property. The Planning Director recommends approval based upon the evidence presented within the application complying with Article IV of the Code of Ordinances of the City of Beaumont. If this application is approved by the Historic Landmark Commission and City Council, the proposed rehabilitation or restoration must be completed and verified } by the Historic Landmark Commission. 00/04/96 13:29 FAX 409 8064740 Gulf Sierra Ent. flora. Saleme, president of Gull` Sierra Enterprises, am respectfully requesting an historic structure preservation tax exemption adhering to the criteria required under Section 25- 59_ A The San Augustine Building is a one-story brief€ commercial building divided into six bays by brick pilasters_ Plate glass display windows with wooden kickplates accent the wood and glass doors, and the storefront width tramom windows (which are now boarded)_ Beneath a simple concrete cornice, „San Augustine" M- plaster letters decorates the brick parapet. 1t is an example of the tyke of commercial structure bus -It on the edge of the central business district when Beaumont was expanding after the second Spindletop boom. We discussed the color scheme that we sent the previous week and selected colors to use: {all Sherwin Williams, Red Bam - SW 2307, Ivy Wall - 2258, Keystone Gray - SW 2005, Mockingbird SW 2006. We will look at another scheme which keeps the carram glass - #t is close in color to SW 2185. We will reprint the old scheme for the St. Augustine building.
