The Planning Director recommends approval of this request.
On July 10, 1995 the Historic Landmark Commission recommended approval of a $4,600
loan to Eric and Cathy Belt for renovations to the exterior of their home at 2226 Evalon.
City Council approved the loan on July 18, 1995. The terms of the loan were payments of
y $191.67 for a period of twenty-four (24) months.
Due to unseen circumstances, the Belts are asking that the loan be refinanced. The current
balance of the loan is $3,449.98.
Provided the refinancing of the loan is approved, the rate of repayment will be $95.83
monthly for a period of thirty-six (36) months.

For the 1997 CLG, the Planning Division is requesting funding for travel expenses to
the annual CLG conference for three commission members and one staff person. The
1997 Conference will be held in Lubbock. No City matching funds are required.
After discussions with the City's Management Information Systems Division (MIS)
and the Chair of the Historic Landmark Commission, it was decided that we would
not pursue the PicBase Picture/Text Database Management System.
The City of Beaumont is in the process of purchasing computer programs that will
enable staff to accomplish the same thing that the PicBase system would. MIS feels
that there would be a duplication of effort. I discussed this with Sam Pullig and we
both agreed that we should wait to see what the City purchases and how it can help
us with our documentation efforts. At that time, it might then be appropriate for us
to ask for CLG funds to help us with our documentation program. Bruce Jensen,
CLG Grants Coordinator, has told me that other cities with GIS systems have often
used CLG monies to pay for overtime for data input.
