SUBJECT: Request to consider an application for a historic preservation loan for the exterior
rehabilitation of the house located at 1645 Orange St.

STAFF REPORT
The Planning Director recommends approval of this request in the amount of $30,000.00.
The applicant recently purchased this home as his future residence. It is his intent to completely
refurbished the structure. Initial plans for the exterior involve leveling the house and replacing the
roof.
The house was built c. 1905. According to SPARE Beaumont, the house is of a Classical
Revival/Stick Style. The house was originally built for Benjamin Shipley, a former Jefferson County
Clerk. The house has a City of Beaumont Historic Marker. This house is architecturally significant
and may be eligible for inclusion in the National Register of Historic Places.
Provided the loan amount is approved at $30,000, the rate of repayment will be $357.14 monthly for
a period of 84 months.

HISTORY THROUGH THE PRESERVATION LOAN PROGRAM. MY INTENTIONS ARE FOR
CONTINUOUS IMPROVEMENT IN MY HOME AND THE NEIGHBORING AREA.
IF I AM ACCEPTED IN THE PROGRAM THE EXTERIOR WILL BE RESTORED TO EXCELLENT
CONDITION. ROOFS, SIDING, LEVELING AND REPLACEMENT OF WINDOWS AND DOORS
PREVIOUSLY BOARDED UP IN THE PAST YEARS WILL BE PUT BACK INTO PLACE. BALCONY
RAILS ONCE LOCATED ON THE SECOND FLOOR WILL BE DUPLICATED FROM OTHER HOMES
OF THAT ERA.
FUTURE PLANS TO THE EXTERIOR ARE A SIX FOOT WOOD FENCE WITH TWO FOOT LATTICE
PANELS IN THE BACK YARD AND COMPLETION OF THE ROTTED GARAGE STORAGE AREA. I
WOULD LIKE TO MIRROR THE BALCONY RAILS WITH A WOOD FENCE SURROUNDING THE
FRONT YARD. INTERIOR PLANS WILL INCLUDE NEW ELECTRICAL SERVICE AND PLUMBING,
CENTRAL AIR AND HEAT, CROWN MOLDING, NEW BATHS AND KITCHEN AND RESTORED
FIREPLACES AND FLOORS.

Two story, diamond asphalt shingle roof, stick style wood siding, 2 story front gable portico with semi -elliptical window
in gable, 2 fluted Ionic columns, second story single -light door with sidelights and awning, three 1/1 sash second story
windows with metal awning, 1 second story window boarded -up, first story wraparound porch with paired Ionic columns, wood

Replace damage or rotten rafters
Install new 1/2" CDX grade plywood decking when decking does not exist.

Remove metal at ridge, edge and valley.
Replace damaged or rotten facia & soffit on entire structure
Install brai roofing felt.

Final work shall result in a uniform, clean appearance.

Shall be performed by a licensed professional pest control company using termiticides
which bear a federal registration number of the U.S. Environmental Protection Agency.
Termiticides used may be Chloropyrifos ("Dursban TO') or Permathrin ("Dragnet"
"Torpedo") or approved equal. Pest control applicator of the above shall furnish to the
owner a Certificate of Warranty ,certifying that the applied soil termiticide treatment will
prevent infestation of subterranean termites for a period of (5) five years

The price agreed upon herein does not include possible expenses entailed in coping with
hidden or unknown contingencies. Contingencies includes, but are limited to: imperfec-
tions, rotting or decay in the structure or parts thereof necessitating replacements, the
presence of which cannot be determined until the work has started. In the event such
contingencies arise and contractor is required to furnish labor or materials or otherwise
perform work not provided for or contemplated by the contractor, the actual costs plus
10% thereof will be paid for by the owner.
All agreements regarding job completion deadlines are contingent upon the contractor
not be burdened by strikes, accidents or delays beyond his control. Contractor will not be
liable for damages caused by acts beyond his control. Owner should carry lire, tornado,
and other necessary insurance upon above work. Contractor has General Liability
Insurance and is Bonded with the City of Beaumont.
ACCEPTANCE OF CONTRACT
The above estimate, specifications and conditions are satisfactory and are hereby
accepted. You are authorized to proceed with the work as specified. Payment will be
made as outlined above.
