Richardson, Planning Director SUBJECT: Request for approval of an application for a tax exemption for 1645 Orange St. FILE: 97-TE-10 STAFF REPORT The Planning Director recommends approval of this request. David Bienvenue has requested a historical tax exemption for 1645 Orange St, This house has a City of Beaumont Historic Marker. A historical tax exemption is for a term of ten years and holds the existing taxable value of the structure at its present value. The property is currently appraised at $47,170. The tax exemption applies to the improvements only. Mr. Bienvenue wishes to renovate the house and garage for use as his personal residence. The roof needs to be replaced on both the house and garage. The foundations of both structures are to be leveled and exterior repairs made as needed. Interior renovations include new electrical and plumbing, central air and heat, crown molding, new baths and kitchen and restored fireplaces and floors. The dollar amount of the improvements that the applicant wishes to make at this time comes to $72,750 (includes both interior and exterior renovations). The dollar amount of improvements to the house far exceeds the current value of the entire property. The Planning Director recommends approval based upon the evidence presented within the application complying with Article IV of the Code of Ordinances of the City of Beaumont. 1645 Orange has a City of Beaumont Historic Designation. This house is a contributing structure to the neighborhood. Its renovation will significantly contribute to the revitalization of the Heart of the City neighborhood. If this application is approved by the Historic Landmark Commission and City Council, the proposed rehabilitation or restoration must be completed and verified by the Historic Landmark Commission. I WOULD LIKE TO MIRROR THE BALCONY RAILS WITH A WOOD FENCE SURROUNDING THE FRONT YARD.
