HomeMy WebLinkAbout6-9-97 HLC MinutesA workshop of the Historic Landmark Convnission was held on June 9, 1997 with the following members present: Chairman Sam Pullig Commissioner Cathy Belt Commissioner Marie Broussard Commissioner Tracy Richardson Commissioner Denise Shelton Commissioner Dorcy Wailer Commissioners absent: Commissioner Terrence Holmes Commissioner Julia Levy Commissioner Michael O'Rear Staff present: Stephen Richardson, Planning Director, Nancy Nicholas, Recording Secretary, Maria Trapp Also present: Councilman -at -Large Andrew Cokinos Councilmember Lulu Smith Carolyn Howard, Beaumont Main Street WORKSHOP Chairman Pullig called the Historical Landmark Commission Workshop to order at 3:40 p.m. and the roll was called. Chairman Pullig deferred approval of the previous minutes because of a lack of a quorum. He also noted that the Commission did not have a Vice Chairman or a representative from the Planning/Zoning Department. He asked that the Mayor be notified of the vacancies on the Commission. At the present time, there are only eleven Commissioners because of the resignation of Mr. Albert Ebow. 1.) Discussion Section 30-21 Colors of Zoning Ordinance: Steve Richardson stated to the Commission that he had received calls concerning the colors that some people have been painting their houses. Some of the colors are questionable as to whether they are in violation of the ordinance. Mr. Richardson presented slides of several of the houses in question. Discussion centered around what should or could be done regarding enforcing the usage of proper colors. It was also noted that painting does not require a Certificate of Appropriateness or a building permit. Chairman Pullig asked Mr. Richardson to investigate the possibility of doing a mailout to members in the Oaks District membership that would include a printout of MINUTES Historic Landmark CoiTunission June 9.1997 the guidelines. This would draw attention to their neighborhood and see what they like and don't like. Then when they get ready to paint, if they have any questions, they could contact the Planning Department. Mr. Richardson noted that some districts dictate colors and others do not. He will inquire of other historical districts as to the enforcement of their ordinances regarding painting. Mr. Pullig noted that people who buy in the historic district are responsible to adhere to the codes of the historic district. 2.) Facade Materials Mr. Richardson displayed a sample of a product called "Fiber Cement Siding". He stated that he has had several inquiries into the use of this product. It is beginning to replace Masonite. The committee was furnished printed material information in their packet. The Historic Commission agreed to include this material as an acceptable facade material. Mr. Richardson said that he will bring a recommended ordinance change to the Historic Commission and City Council. OTHER BUSINESS Commissioner Tracy Richardson informed the committee that the Spindletop 2001 Bill had passed and a new commission will be created. The appointments on the state level will be appointed by the governor and a local commission is anticipated. The Commission decided that a July meeting would not be held unless there was a case on the docket. Members will be notified if a meeting is scheduled.
